Fedora transfer notice

We will transfer the upstream of Fedora from USTC to Tier 1 Mirror, which will result in a lower delays between master and ZJU Mirror. Due to this, Fedora will stop update for about 24 hours, after this period we will send notice again about the result of the transfer.
Because of we may change Fedora from USTC directory style to official directory style, you may need change files in yum.repos.d accordingly. We will send an instruction of this after the transfer.
