CONTRACTS
ARMY
ITT Corp., Aerospace/Communications Division, Fort Wayne, Ind., is
being awarded a $6,800,000 increment as part of a $30,000,000
cost-plus-fixed-fee contract for Single Channel Ground and Airborne
Radio System (SINCGARS) Engineering/Field Support Services, with a
basic requirement of 24 months, as part of the Warfighter Rapid
Acquisition Program. Work will be performed in Fort Wayne, Ind., and
is expected to be completed by July 31, 1999. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on July 1, 1997. The contracting activity is the
U.S. Army Communications and Electronics Command, Ft. Monmouth, N.J.
(DAAB07-97-C-C605).
Hughes Aircraft Co., Electro-Optical Systems, El Segundo, Calif., is
being awarded a $3,540,000 increment as part of a $15,078,713
cost-plus-award-fee contract for the engineering and manufacturing
development of the Long Range Advanced Scout Surveillance System
(LRAS3). A total of 17 systems are being developed. The LRAS3 will
utilize the Second Generation Horizontal Technology Integration (HTI)
Forward Looking Infrared (FLIR) B-Kit. Work will be performed in El
Segundo, Calif., and is expected to be completed by Nov. 2, 1998.
Contract funds will not expire at the end of the current fiscal year.
There was a broad agency announcement on the electronic bulletin board
on Feb. 11, 1997, and one bid was received. The contracting activity
is the U.S. Army Communications and Electronics Command, Ft. Monmouth,
N.J. (DAAB07-97-C-J541).
Raytheon TI Inc., McKinney, Texas, is being awarded a $3,540,000
increment as part of a $13,563,784 cost-plus-award-fee contract for
the engineering and manufacturing development of the Long Range
Advanced Scout Surveillance System (LRAS3). A total of 17 systems are
being developed. The LRAS3 will utilize the Second Generation
Horizontal Technology Integration (HTI) Forward Looking Infrared
(FLIR) B-Kit. Work will be performed in El Segundo, Calif., and is
expected to be completed by Jan. 5, 1999. Contract funds will not
expire at the end of the current fiscal year. There was a broad agency

_CIVIL WORKS - NON MILITARY_
John E. Chance & Associates Inc., Lafayette, La., is being awarded
$4,000,000 as part of a $20,000,000 (if all options are exercised)
fixed-price, indefinite delivery/indefinite quantity contract for the
operation of the Scanning Hydrographic Operational Airborne LIDAR
Survey (SHOALS) System and technical support for the Airborne LIDAR
Bathymetry Technical Center of Expertise. Work will be performed in
Lafayette**, La., and is expected to be completed by Sept. 30, 2002.
Contract funds will not expire at the end of the current fiscal year.
There were 16 bids solicited on March 28, 1997, and one bid was
received. The contracting activity is the U.S. Army Corps of
Engineers, Mobile, Ala. (DACW01-97-D-0031).
NAVY
Keller Construction Co., El Monte, Calif., is being awarded a
$9,613,000 firm-fixed-price contract to provide for the design and
construction of 76 family housing units at San Mateo Point, Marine
Corps Base Camp Pendleton, Oceanside, Calif. The total amount of this
contract is not to exceed $10,607,000. This contract includes options
which, if exercised, would bring the cumulative value of this contract
to $11,601,000. Work will be performed in Oceanside, Calif., and is
expected to be completed by December 1998. Contract funds will expire
at the end of the current fiscal year. This contract was competitively
procured with 400 proposals solicited and three offers received. The
Naval Facilities Engineering Command, Southwest Division, San Diego,
Calif., is the contracting activity (N68711-96-C-2321).
TolTest, Inc.,* Toledo, Ohio, is being awarded a $6,000,000
firm-fixed-price, indefinite-quantity job order contract to provide
and secure a variety of environmental disciplines, including
environmental construction, remediation, and incidental related
services. The majority of the work (estimated 98%) will be performed
in government facilities at Great Lakes, Fort Sheridan and Glenview,
Ill., and associated areas within a 500 mile radius of Naval Training
Center Great Lakes, Ill. The remainder of the work (2%) may be
performed at locations in other areas of Ill, and at various sites in
the states of Ind., Ohio, Mich., Wis., Minn., Iowa, Kan., Mo., Ky.,
Neb., S.D., N.D., Wyo., and Colo. This contract is expected to be
completed by August 2000. Contract funds will not expire at the end of
the current fiscal year. This contract was competitively procured with
116 proposals solicited and 17 offers received. The Engineering Field
Activity Midwest, Naval Facilities Engineering Command, Great Lakes,
Ill., is the contracting activity (N68950-97-D-0052).
THI Group, Inc.,* Ventura, Calif.; Valenzuela Engineering, Inc., Santa
Maria, Calif.; and Sergent Mechanical Systems, Inc.,* Oxnard, Calif.,
are each being awarded a maximum estimated amount of $15,000,000 (with
a guaranteed minimum amount of $25,000) firm-fixed-price,
indefinite-delivery solution order concept contract with multiple
award provisions to design/build projects and other design work
incidental to construction, renovation, alteration, and/or repair of
facilities, barracks, housing, and warehouses, major and minor
construction, demolition and other public works related work at, but
not limited to, the Naval Construction

Battalion Center, Port Hueneme, Calif., Naval Surface Warfare Center,
Port Hueneme, Calif., and Naval Air Weapons Center, Point Mugu, Calif.
Work will be performed in and around the Oxnard Plains area including
Channel Islands, Point Mugu, San Nicolas Island and Port Hueneme,
Calif. (80%), China Lake, Calif. (15%), and White Sands, N.M. (5%),
and is expected to be completed by July 2000. Contract funds will not
expire at the end of the current fiscal year. This contract was
competitively procured with 95 proposals solicited and ten offers
received. These three contractors may compete for each task order
under the terms and conditions of the existing multiple awardee
contract. Minimum and maximum limitations are from $50,000 to
$7,500,000 per order. The Naval Facilities Engineering Command
Contracts Office, Port Hueneme, Calif., is the contracting activity
(N47408-97-D-0429, N47408-97-D-0430, and N47408-97-D-0431
respectively).
Lucent Technologies Inc., Advanced Technology Systems, Greensboro,
N.C., is being awarded a $43,029,814 cost-plus-fixed-fee contract for
Integrated Program Support for the AN/UYS-2(V) Enhanced Modular Signal
Processor Program. Work will be performed in Greensboro, N.C., and is
expected to be completed by May 2002. Contract funds will not expire
at the end of the current fiscal year. This contract was not
competitively procured. The Naval Sea Systems Command, Arlington, Va.,
is the contracting activity (N00024-97-C-6361).
Lockheed Martin, Tactical Defense Systems (LMTDS), Akron, Ohio, is
being awarded a $17,833,000 Long Lead Material Modification to
previously awarded contract N00024-95-C-6182 for the FY97 Vertical
Launch ASROC (VLA) production of new U.S. Navy requirements. Work will
be performed in Akron, Ohio, and is expected to be completed by June
1999. Contract funds in the amount of $1,863,000 would have expired at
the end of the current fiscal year. The Naval Sea Systems Command,
Arlington, Va., is the contracting activity.
