CONTRACTS
AIR FORCE
Associated Aerospace Activity, Inc., was awarded on July 24, a
$9,745,415 firm-fixed-price contract to provide for a maximum of
14,395 Divergent Seals applicable to the F110-100 engine on the F-16
aircraft. The best estimated quantity is 11,516 seals at an estimated
cost of 7,796,532. Contract is expected to be completed December 2001.
Contract funds will not expire at the end of the current fiscal year.
There were 24 firms solicited and four proposals received.
Solicitation began April 1997; negotiations were completed May 1997.
Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is
the contracting activity (F34601-97/D-0356).
Raytheon Aircraft Co., Wichita, Kan., is being awarded a $73,520,267
face value increase to a fixed-price-incentive contract to provide for
engineering and manufacturing development of the Ground Based Training
System for the Joint Primary Aircraft Training System (JPATS)
aircraft. Contract is expected to be completed July 2001. Contract
funds will not expire at the end of the current fiscal year.
Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is
the contracting activity (F33657-94/C-0006, P00031).
Boeing North American, Inc., Seal Beach, Calif., is being awarded a
$21,441,196 fixed-price-incentive contract to provide for 22
Conventional Mission Upgrade Program Phase IIC Block D kits applicable
to the B-1 aircraft. Each kit includes Global Positioning System and
communication /navigation upgrades. Contract is expected to be
completed June 1999. Contract funds will not expire at the end of the
current fiscal year. Aeronautical Systems Center, Wright-Patterson Air
Force Base, Ohio, is the contracting activity (F33657-97/C-2004).
ARMY
Science Applications International Corp.*, McLean, Va., is being
awarded a cost-plus-fixed-fee contract (appropriation number and
dollar value will be issued with each delivery order) with a
cumulative total of $28,746,655 (base year plus four one-year
options), to provide services, analysis and studies for the
implementation and development of future and current command, control,
communications, computers and intelligence for the Warrior (C41FTW)

military capabilities. Work will be performed in McLean, Va., and is
expected to be completed by July 24, 1998. There were 68 bids
solicited on March 7, 1997, and one bid was received. The contracting
activity is the Defense Supply Service-Washington, Washington, D.C.
(DASW01-97-D-0051).
Raytheon Demilitarization Co., Philadelphia, Pa., is being awarded a
$78,849,184 increment as part of a $511,608,405
cost-plus-award-fee/firm-fixed-price contract for the construction,
operation, and closure of the Pine Bluff Chemical Agent Disposal
Facility. Work will be performed at Pine Bluff, Ark., and is expected
to be completed by Dec. 31, 2005. Contract funds will not expire at
the end of the current fiscal year. There were 130 bids solicited on
July 8, 1994, and three bids were received. The contracting activity
is the U.S. Army Armament, Munitions and Chemical Command, Rock
Island, Ill. (DAAA09-97-C-0098).
Bruker Analytical Systems Inc.*, Billerica, Mass., is being awarded a
$5,731,025 firm-fixed-price contract for the manufacture of 25
Chemical Biological Mass Spectrometer (CBMS) systems; three for First
Article Testing (FAT), and 22 for production warranties for those
systems and technical data. Options include production of 30
additional CBMS systems, warranties for those systems, maintenance
training and fabrication of consumables. Work will be performed in
Billerica, Mass., and is expected to be completed by August 19, 1998.
Contract funds will not expire at the end of the current fiscal year.
This is a sole source contract initiated on May 30, 1997. The
contracting activity is the U.S. Army Chemical & Biological Defense
Command, Aberdeen Proving Ground, Md. (DAAM01-97-C-0022).
United Defense Limited Partnership, Ground Systems Division, York,
Pa., is being awarded a $68,341,394 modification to a firm-fixed-price
contract for 35 Bradley A3 low rate initial production vehicles. Work
will be performed in York, Pa., and is expected to be completed by
August 31, 1999. Contract funds will not expire at the end of the
current fiscal year. This is a sole source contract initiated on May
14, 1997. The contracting activity is the U.S. Army Tank-automotive &
Armaments Command, Warren, Mich. (DAAE07-96-C-X036).
J. T. Construction Co. Inc., San Antonio, Texas, is being awarded a
$12,206,600 firm-fixed-price contract for construction of the
Inter-American Air Force Academy. This complex consists of a two
building complex: a 67,100 sq. feet (approximately) enlisted
dormitory; and 26,070 sq. feet (approximately) two-story classroom
facilities, to be constructed of brick veneer and stucco on steel stud
walls, concrete spread footing foundations, precast concrete floor
planks, rigid steel frame and standing-seam metal roof system. Work
will be performed at Lackland Air Force Base, San Antonio, Texas, and
is expected to be completed by June 27, 1999. Contract funds will not
expire at the end of the current fiscal year. There was an
announcement in the Commerce Business Daily on Dec. 23, 1996, and
seven bids were received. The contracting activity is the U.S. Army
Corps of Engineers, Fort Worth, Texas (DACA63-97-C-0045).

Contract DAAB07-97-C-J542 for Raytheon TI Systems, Inc., announced
July 24, 1997, listed an incorrect place of performance. Work will be
