CONTRACTS
AIR FORCE
McDonnell Douglas Corp., Long Beach, Calif., is being awarded a
$39,424,353, firm-fixed-price contract to definitize incorporation of
six engineering change proposals into production of the C-17 aircraft
(air vehicles P-41 and subsequent). These changes involve the
defensive systems, nacelle/engine affordability team changes, the
ground Proximity Warning System, deletion of the Transponder Test
Unit, and changes associated with the Block VIII and IX aircraft. At
this time, $4,437,860 of the contract funds have been obligated.
Contract funds will not expire at the end of the current fiscal year.
Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is
the contracting activity (F33657-96/C-2059, P00029).
Texas Instruments, Inc., McKinney, Texas, is being awarded a
$15,940,866 face value increase to a firm-fixed-price contract to
provide for fabrication of sixteen AN/AAQ-26 Gunship Infrared
Detecting Sets and installation on nine AC-130U and seven AC-130H
aircraft. Contract is expected to be completed January 1999. Contract
funds will not expire at the end of the current fiscal year.
Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is
the contracting activity (F33657-95/C-0067, P00010).
ARMY
Holston Defense Corp., Kingsport, Tenn., is being awarded an
$8,965,415 modification to a cost-plus-award-fee contract for the
production of ammunition explosives (Comp C-4, Class 3 (tagged), Comp
C-4, Class 2 (tagged), and HMX Grade B, 80 Screen). Work will be
performed at the Holston Army Ammunition Plant, Kingsport, Tenn., and
is expected to be completed by Dec. 31, 1998. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on July 25, 1997. The contracting activity is the
U.S. Army Armament, Munitions, and Chemical Command, Rock Island, Ill.
(DAAA09-92-Z-0008).

Lucent Technologies, Inc., McLeansville, N.C.; GTE Government Systems
Corp., GTE Worldwide Telecommunications Services, Needham Heights,
Ma.; Bell Atlantic Federal Integrated Systems, Inc., Washington, D.C.;
and AT&T Government Markets, Washington, D.C., are being awarded a
$2,934,185,000 indefinite-delivery/indefinite-quantity, fixed-price
contract with economic price adjustments for the base year and nine
one-year renewal options. The minimum guarantee of $2,000,000 will be
equally divided among the four awardees. This contract is for Voice,
Video, and Data (ViViD) modernization of the Department of the Navy's
base level information infrastructure, and local access and usage.
ViViD will provide commercial hardware, software, and services
required to implement a base level infrastructure capable of
supporting and integrating voice, video, and data which can physically
extend from the public switch network to ships docked pier-side. Work
will be performed at various locations within the Continental United
States (CONUS) and outside the Continental United States (OCONUS).
These are no quota or minimum amounts per state. This contract is
expected to be completed by July 2007. Contract funds will not expire
at the end of the current fiscal year. This contract was competitively
procured by open solicitation via the Naval Information Systems
Management Center (NISMC) web site with four offers received. This
award is based on best value. One full contract and three partial
contracts will be awarded. The Naval Information Systems Management
Center, Arlington, Va., is the contracting activity (N68939-97-D-0040,
N68939-97-D-0041, N68939-97-D-0042, and N68939-97-D-0043
respectively).
Parsons-UXB Joint Venture, Honolulu, Hawaii, is being awarded a
$30,000,000 cost-plus-fixed-fee,
indefinite-delivery/indefinite-quantity contract to provide for the
clearance and removal of unexploded ordnance (UXO) and environmental
restoration on Kaho'olawe Island Reserve, Hawaii. The total contract
amount is not to exceed $280,000,000. Work will be performed on the
Kaho'olawe Island Reserve, Hawaii, and is expected to be completed by
November 2004. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured with 120
proposals solicited and eight offers received. The Naval Facilities
Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the
contracting activity (N62742-95-D-1369).
