DEFENSE LOGISTICS AGENCY

Refinery Associates of Texas, New Braunfels, Texas, is being awarded a
$11,379,270 fixed price with economic price adjustment contract for
F76 diesel fuel oil. One hundred ninety four proposals were solicited
and six were received. Work will be performed in Westlake, La., and is
expected to be completed by October 1997. Funds will not expire at the
end of the fiscal year. The Defense Fuel Supply Center, Fort Belvoir
Va., is the contracting activity (SP0600-97-D-5668).

AIR FORCE

Lockheed Martin Tactical Aircraft Systems, Ft. Worth, Texas, is being
awarded a $6,339,240 face value increase to a time and materials
contract to provide for integration of various data link components in
support of the Common Configuration Implementation Program for the
F-16 aircraft. This program will develop a single configuration to
replace the multiple data links that interface between the aircraft's
computers and various systems. Contract funds will not expire at the
end of the current fiscal year. Aeronautical Systems Center, Wright-
Patterson AFB, Ohio, is the contracting activity (F33657-93/C- 2374,
P00050).

Science Applications International Corp., Torrance, Calif., is being
awarded a $25,212,799 face value increase to a cost plus award fee
contract to provide for engineering, analysis, design, and development
support through 21 February 1999 for the Air Force's Ballistic Missile
Defense Program Office. This effort will focus on national and theater
missile defense, sensors, weapons, and battle management/command,
control, communication systems. Contract is expected to be completed
February 1999. Contract funds will not expire at the end of the
current fiscal year. Space and Missile Systems Center, Los Angeles
AFB, Calif. is the contracting activity (F04701-93/C-0011, P00117).

ARMY

Grove North America, Shady Grove, Pa., is being awarded an estimated
$42,655,000 for a five year fixed price requirements contract for
20-ton all-terrain cranes, grapples, clamshells, and data
requirements. The estimated quantity for proposal evaluation purposes
is 160 cranes, grapples and clamshells. Work will be performed in
Shady Grove, Pa., and is expected to be completed by Feb. 18, 2003.
Contract funds will not expire at the end of the current fiscal year.
There were 42 bids solicited on July 11, 1996, and three bids were
received. The contracting activity is the U.S. Army Tank-automotive &
Armaments Command, Warren, Mich. (DAAE07-97-D-X001).

Rockwell Collins Inc., Richardson, Texas, is being awarded a
$19,894,002 firm fixed price contract for 15 Universal Modem Systems
and nonrecurring engineering for initial startup and testing purposes.
Work will be performed in Richardson, Texas, and is expected to be
completed by Feb. 21, 2007. Contract funds will not expire at the end
of the current fiscal year. There was an announcement on the
electronic bulletin board on Nov. 8, 1996, and three bids were
received. The contracting activity is the U.S. Army Communications and
Electronics Command, Ft. Monmouth, N.J. (DAAB07-97-C-A157).

Granite Construction Co., Watsonville, Calif., is being awarded a
$5,019,419 firm fixed price construction contract for the repair of
approximately 5,000 linear feet of runway 04/22. The project shall
include runway lighting and removal of asphalt concrete overlay on
existing concrete pavement and replacing it with a 100 feet wide
concrete keel section and the remaining width on either side with
asphalt concrete. Work will be performed at Air Force Plant 42,
Palmdale, Calif., and is expected to be completed by Feb. 28, 1998.
Contract funds will not expire at the end of the current fiscal year.
There were 52 bids solicited on Sept. 8, 1996, and four bids were
received. The contracting activity is the U.S. Army Corps of
Engineers, Sacramento, Calif. (DACA05-97-C-0081).

NAVY

Standard Missile Co., McLean, Va., is being awarded a $35,000,000
modification to previously awarded contract N00024-96- C-5341 to
procure Long Lead Material required for the Engineering and
Manufacturing Development (EMD) phase to support the STANDARD Missile
Blk IVA Development Program. Work will be performed in McLean, Va.,
and is expected to be completed by April 1997. Contract funds will not
expire at the end of the current fiscal year. The Naval Sea Systems
Command, Arlington, Va., is the contracting activity.

Systems Engineering Associates Corp. (SEACORP),* Newport, R.I., is
being awarded a $23,670,214 indefinite- delivery/indefinite-quantity
contract with cost-plus-fixed-fee provisions for technical services
for analysis, assessment, validation/integration/certification and
product test planning/scheduling and testing support to the Naval
Undersea Warfare Center Division, System Evaluation Branch and
Engineering Branch, Newport, R.I. Work will be performed

DEFENSE INFORMATION SYSTEMS AGENCY

AT&T Government Markets, Washington, D.C. was awarded a $291,288,287
firm fixed price indefinite delivery/indefinite quantity contract for
the Defense Information Systems Network (DISN) Hawaii Information
Transfer System (HITS). The contract consists of a five year base
period with five one year options. The contract was competitively
awarded: 32 proposals solicited and 2 proposals received. The Defense
Information Technology Contracting Organization - Pacific is the
contracting activity (DCA300-96-R-00001).

AIR FORCE

Lockheed Martin Corp., Ft. Worth, Texas, is being awarded a
$32,918,790 face value increase to a cost plus incentive fee contract
to provide for development of the Block 50 Tape 5 software upgrade for
the Modular Mission Computer on the F-16 C/D aircraft. Contract is
expected to be completed July 2000. Contract funds will not expire at

the end of the current fiscal year. Aeronautical Systems Center,
Wright-Patterson AFB, Ohio, is the contracting activity
(F33657-94/C-2259, P00021).

The Air Force is awarding indefinite delivery/indefinite quantity
contracts to Raytheon Systems Development Company, Marlborough, Mass.;
Hughes Information Technology Systems, Fullerton, Calif.; and TRW Data
Technologies Division, Redondo Beach, Calif. to provide for
development and maintenance effort for the Command and Control Product
Lines (CCPL) program. The contractors will jointly develop and
maintain a generic command and control system with open architecture.
Specific command and control systems will be developed through
competitive award of task orders. Task orders will be funded from the
program maximum of $500,000,000. At this time, each contractor has
$100,000 in contract funds obligated. Contract is expected to be
completed February 2001. Contract funds will not expire at the end of
the current fiscal year. There were 41 firms solicited. Solicitation
began August 1996; negotiations were completed January 1997.
Electronic Systems Command, Hanscom AFB, Mass., is the contracting

NAVY

Pratt & Whitney, Government Engines and Space Propulsion, West Palm
Beach, Fla., is being awarded a $29,321,000 modification to previously
awarded contract N00019-97-C-0050 for Joint Strike Fighter (JSF)
Engine Ground and Flight Demonstration Program. This modification will
provide for preferred weapon system concept engine technology
maturation studies. Work will be performed in West Palm Beach, Fla.,
and is expected to be completed by January 2001. Contract funds would
not have expired at the end of the current fiscal year. The Naval Air
Systems Command, Arlington, Va., is the contracting activity. TRW,
Inc., Avionics Systems Division, Space & Electronics Group, San Diego,
Calif., is being awarded a $7,500,000 cost-plus- fixed-fee contract
for third and fourth quarter increments of fiscal year 1997 contractor
logistics support for the Joint Tactical Unmanned Aerial Vehicle
(JT-UAV) Hunter system. Work will be performed in Sierra Vista, Ariz.
(95%), and San Diego, Calif. (5%), and is expected to be completed by
September 1997. Contract funds will expire at the end of the current
fiscal year. This contract was not competitively procured. The Naval
Air Systems Command, Arlington, Va., is the contracting activity
(N00019-96-C-0056). Newport News Shipbuilding, Newport News, Va., is
being awarded a $69,913,236 modification to previously awarded
contract N00024-96-C-2103 for accomplishment of the Extended Selected
Restricted Availability (ESRA) to the USS ENTERPRISE (CVN 65) and its
reactor plants. Work will be performed in Newport News R.I., and is
expected to be completed by August 1997. Contract funds in the amount
of $43,617,914 will expire at the end of the current fiscal year. The

ARMY

Stewart & Stevenson Services, Inc., Sealy, Texas, is being awarded a
$184,890,653 modification to a firm-fixed-price contract for delivery
of 1,578 Family of Medium Tactical Vehicles in various 2.5 and 5 to
weight class. Work will be performed in Sealy, Texas, and is expected
to be completed by Dec. 31, 1998. Contracts funds will not expire at
the end of the current fiscal year. There were 3 bids solicited on
Sept. 20, 1990, and 3 bids received. The contracting activity is the
U.S. Army Tank Automotive & Armaments Command, Warren Mich.
(DAAE07-92-C-R001).

Boeing North American Inc., Rocketdyne Division, Canoga Park, Calif.,
is being awarded a $35,000,000 increment as part of a $43,900,000 cost
plus incentive fee completion letter contract. The need for an early
anti-satellite (ASAT) capability was defined as a result of the
growing spread of space based photography which led to a concern that
hostile satellite reconnaissance could be used against the United
States and allied military forces in the future. The U.S. Army Space
and Strategic Defense Command has been developing, demonstrating, and
integrating the advanced technologies needed for this type of
capability. These technologies have been integrated into a prototype
kill vehicle and weapon control subsystem for early demonstration of
an ASAT capability under a prior contract. This follow-on effort will
develop an operational weapon control subsystem; and define/integrate
subsystem technologies to demonstrate hit-to-kill performance, with
debris mitigation, against hostile satellites. The option would add
two flight test demonstrations of the system with subsequent data
collection and reduction after each test. Work will be performed in
Canoga Park, Calif. (57%); Richardson, Texas (8%); San Pedro, Calif.
(4.5%); and other various small subcontractors (30.5%)., and is
expected to be completed by Aug. 22, 1998. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on Jan. 17, 1997. The contracting activity is the
U.S. Army Space and Strategic Defense Command, Huntsville, Ala.
(DASG60-97-C-0039).

GenCorp Aeroiet, Azusa, Calif., is being awarded a $6,600,000
increment as part of a $46,748,087 cost-plus-award-fee contract for
Product Improvement (PI) to the baseline Sense and Destroy Armor
(SADARM) Projectile. Work will be performed in Azusa, Calif., and is
expected to be completed by April 30, 2001. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on Aug. 22, 1996. The contracting activity is the
U.S. Army Tank Automotive & Armaments Command, Picatinny Arsenal, N.J.
(DAAE30-97-C-1017).

C O R R E C T I O N

Contract announcement DAAE07-97-D-X001, Feb. 21, 1997, should have
stated that Grove North America, Shady Grove, Pa., was being awarded
$7,771,369 as part of an estimated $42,655,000 five year fixed price

requirements contract for 20-ton all-terrain cranes, grapples,
clamshells, and data requirements. Contract announcement
DACA05-97-C-0081, Feb. 21, 1997, release date was in error and is
changed to Feb. 24, 1997.

NAVY

Hughes Missile Systems Co., Tucson, Ariz., is being awarded a
$5,086,470 modification to previously awarded contract N00019-
94-C-0257 to exercise an option for 89 Tomahawk Cruise Missile
recertification of surface ship, torpedo tube launch and capsule
launch system missiles. Work will be performed in Tucson, Ariz., and
is expected to be completed by September 1999. Contract funds will
expire at the end of the current fiscal year. The Naval Air Systems

Command, Arlington, Va., is the contracting activity.

AIR FORCE

Science Application International Corp., San Diego, Calif., is being
awarded a $8,216,743 cost plus fixed fee contract to provide advisory
and assistance services through March 2002 for the Kinetic Kill
Vehicle Hardware in the Loop Simulator, at Eglin Air Force Base, Fla.
Science Applications International Corp., Shalimar, Fla. Contract is
expected to be completed March 2002. Contract funds will not expire at
the end of the current fiscal year. There were 14 firms solicited and
2 proposals received. Solicitation began December 1996; negotiations
were completed February 1997. Aeronautical Systems Center, Eglin AFB,
Fla. is the contracting activity (F08630-97, C-0025). CORRECTION: On
February 19, we reported a contract award to General Electric for
$17,185,838. We incorrectly stated the the contract was for 19
F118-GE-100 flight test engines for the B-2. The contract is for 29
engines. We also incorrectly stated this was a foreign military sale
to Saudi Arabia. There is no foreign military sale associated with
this contract.

System/Cockpit Canopy Modifications into 10 USMC AH-1W Helicopters and
one USMC Composite Maintenance Trainer. Work will be performed in Fort
Worth, Texas, and is expected to be completed by May 1999. Contract
funds would not have expired at the end of the current fiscal year.

ARINC, Inc., Annapolis, Md., is being awarded a $8,042,759
indefinite-delivery/ indefinite-quantity, cost-plus-fixed-fee contract
for technical and engineering support services for the Naval Air
Warfare Center Aircraft Division's Test and Evaluation Engineering
Department in Lexington Park, Md. This contract includes options
which, if exercised, would bring the cumulative value of the entire
contract to $73,905,333. Work will be performed in Lexington Park,
Md., and is expected to be completed by September 1997. Contract funds
would not have expired at the end of the current fiscal year. This
contract was competitively procured by a request for proposal and one

$106,256,057 face value increase to a firm fixed price contract to
provide for four F-15E aircraft. Contract is expected to be completed

Feb. 25, 1997, an $83,403,000 modification to a firm fixed price
contract to exercise Option 5 (FY97) for 1,800 HELLFIRE II Missiles.
Work will be performed in Orlando, Fla., and is expected to be
completed by Sept. 30, 2000. Contract funds will not expire at the end

of the current fiscal year. This is a sole source contract initiated
on Feb. 1, 1990. The contracting activity is the U.S. Army Missile

NAPCO International Inc.*, Hopkins, Minn., is being awarded an
$11,614,163 firm fixed price contract for 401 each M113A3 Personnel
Carrier Conversion Kits, used for the upgrade of the M113 Family of
Vehicles. Work will be performed in Hopkins, Minn., and is expected to
be completed by March 19, 1998. Of the total contract funds,
$6,169,119 will expire at the end of the current fiscal year. This is

Gichner Shelter Systems*, Dallastown, Pa., is being awarded a
$6,713,520 modification to a firm fixed price contract to exercise the
option for 55 Standardized Integrated Command Post Systems (SICPS),
Rigid Wall Shelters (RWS). Work will be performed in Dallastown, Pa.,
and is expected to be completed by Dec. 30, 1999. Contract funds will
not expire at the end of the current fiscal year. There were three

GTE Government Systems Corp., Taunton, Mass., is being awarded a
$7,394,794 modification to a firm fixed price contract to exercise

Lockheed Martin Vought Systems Corp. (formerly Loral Vought Systems
Corp.), Grand Prairie, Texas, is being awarded a $7,291,221
modification to a firm fixed price contract for definitization of an
unpriced contractual action (P00224) of FY96 low rate initial
production (LRIP) quantity of 70 Army Tactical Missile Systems Block
1A Guided Missile and Launching Assemblies and warranty; and 72 Block
1 Missile Variants in support of a foreign military sales requirement
(Turkey). Work will be performed in Dallas, Texas (98.2%); and Horizen
City, Texas (1.8%), and is expected to be completed by July 31, 1999.

Contract funds will not expire at the end of the current fiscal year.
This is a sole source contract initiated on Oct. 28, 1994. The

contracting activity is the U.S. Army Missile Command, Redstone

C O R R E C T I O N

fixed-price indefinite delivery/indefinite quantity contract with a
ceiling price of $125,000,000 for the Defense Information System
Network Video Services-Global requirement. The contract life is for a
three-year multi-base period with two one-year options. The contractor
will provide multi-vendor interoperability, dedicated video services
including secure and nonsecure, point-to-point and multi-point
bridging, a reservation/scheduling system, video services management
and monitoring, provisioning and user-site network interface

engineering and technical services for the DDG 51 AEGIS Class

to be completed by February 1998. Contract funds will not expire at
the end of the current fiscal year. The Naval Sea Systems Command,

Raytheon Service Co., Virginia Beach, Va., is being awarded a
$5,575,648 cost-plus-fixed-fee, Basic Ordering Agreement for the
overhaul of NATO Seasparrow Surface Missile System for the Port
Hueneme Division Naval Surface Warfare Center. Work will be performed
in Virginia Beach, Va. (80%); and Irvine, Calif. (20%), and is
expected to be completed by March 1998. Contract funds in the amount
of $1,100,000 will expire at the end of the current fiscal year. This

$5,300,000 firm-fixed-price contract for the fabrication of Gallium
Arsenide on Germanium (GaAs/Ge) solar cells and the bonding of such

General Dynamics Land Systems, Muskegon Operations, Muskegon, Mich.,
is being awarded a $5,943,710 firm-fixed-price contract for 30 M60
engines for the M60 tank, with support kits, for Egypt. Work will be
performed in Muskegon, Mich., and is expected to be completed by Dec.
31, 1997. Contract funds will not expire at the end of the current
fiscal year. This is a sole source contract initiated on June 19,

Olin Corp., Defense Systems Group, Winchester Division, Independence,
Mo., is being awarded a $19,931,138 modification to a
cost-plus-award-fee contract for various small caliber ammunition.
Work will be performed at the Lake City Army Ammunition Plant,
Independence, Mo., and is expected to be completed by Sept. 30, 1998.
Of the total contract funds, $233,988 will expire at the end of the

current fiscal year. This is a sole source contract initiated on Feb.
25, 1997. The contracting activity is the U.S. Army Armament,

ACC Construction Co. Inc., Augusta, Ga., is being awarded a $7,807,113
firm-fixed-price contract for construction of a single story
Consolidated Troop Medical Clinic (approx. 57,490 gross sq. feet)
consisting of administrative areas, examination rooms, laboratories,
x-ray, physical therapy, pharmacy, and patient waiting areas. The
project will include all plumbing, medical gases, alarms, HVAC,
electrical, and other required systems designed to make the facility
complete and usable. Support facilities will include utilities,
parking, curbs and gutters, sidewalks, landscaping, site improvements
and storm drainage. Work will be performed at Fort Bragg, N.C., and is
expected to be completed by April 30, 1998. Contract funds will not
expire at the end of the current fiscal year. There were 85 bids
solicited on Oct. 24, 1996, and seven bids were received. The
contracting activity is the U.S. Army Corps of Engineers, Savannah,
Ga. (DACA21-97-C-0020).
