CONTRACTS
NAVY
Lockheed Martin Corp., Government Electronics Systems (LMGES),
Moorestown, N.J., is being awarded an $11,058,267 cost-plus-fixed-fee
contract for Japanese Foreign Military Sales (FMS) AEGIS Combat
Systems Engineering. This contract provides for planning and
management support, computer program maintenance services, combat
systems engineering services, return/repair/reshipment support,
in-country support services, training support, baseline J3 backfit,
repair/overhaul/annual inspection execution, and engineering
planning/evaluation/ management support for future international AEGIS
FMS ship classes. This contract includes options which, if exercised,
would bring the cumulative value of this contract to $130,342,097.
This contract provides for purchases for the government of Japan
(100%) under the Foreign Military Sales Program. Work will be
performed in Moorestown, N.J. (98%), and Japan (2%), and is expected
to be completed by December 1999. Contract funds will not expire at
the end of the current fiscal year. This contract was not
competitively procured. The Naval Sea Systems Command, Arlington, Va.,
is the contracting activity (N00024-97-C-5177).
McDonnell Douglas Aerospace, St. Louis, Mo., is being awarded a
$26,070,804 firm-fixed-price contract for the procurement of four
Harpoon Shipboard Command Launch Control Systems (HSCLCS), four
Federated HSCLCS, related spares, fault isolation kits, integrated
logistics support, and reliability programs. Work will be performed in
St. Louis, Mo. (60%); Moorestown, N.J. (24%); Linthicum, Md. (8%); San
Diego, Calif. (5%); and at a variety of subcontractor locations
throughout the U.S. (3%), and is expected to be completed by June
1999. Contract funds would not have expired at the end of the current
fiscal year. This contract was not competitively procured. The Naval

Johnson Controls World Services, Inc., Cape Canaveral, Fla., is being
awarded a $57,932,148 firm-fixed-price, indefinite-quantity contract
to provide for the base operating services at the complex and various
tenant commands at the Naval Submarine Base, Bangor, Wash., as well as
selected services at the Naval Undersea Warfare Center, Keyport,
Wash.; Naval Ordnance Center Pacific Division Detachment, Port

to exceed $582,418,594. Work will be performed in Silverdale, Wash.
(98%), and at other locations in Kitsap County, Wash. (2%), and is
expected to be completed by October 2007. Contract funds will not
expire at the end of the current fiscal year. This contract was
competitively procured with 210 proposals solicited and one offer
received. The Engineering Field Activity, Northwest, Poulsbo, Wash.,

Roy Anderson Corp., Gulfport, Miss., is being awarded a $13,573,500
firm-fixed-price contract for construction of a 400-person dormitory,
a central chilled water plant and miscellaneous supporting facilities
at Keesler Air Force Base, Biloxi, Miss. Work will be performed in
Biloxi, Miss., and is expected to be completed by October 1998.
Contract funds will not expire at the end of the current fiscal year.
This contract was competitively procured with 73 proposals solicited
and eight offers received. The Naval Facilities Engineering Command,
Southern Division, North Charleston, S.C., is the contracting activity

TLT Construction, Corp., Wakefield, Mass., is being awarded a
$5,634,533 modification to previously awarded contract
N62472-89-C-0012 to exercise options for the Family Housing Repair and
Modernization Program in Coddington Cove at the Naval Education and
Training Center, Newport, R.I. Work will be performed in Newport,
R.I., and is expected to be completed by September 1999. Contract
funds in the amount of $795,400 will expire at the end of the current
fiscal year. The Naval Facilities Engineering Command, Northern
Division, Lester Pa., is the contracting activity.
SOLPAK, Inc., dba Soltek Pacific of San Diego, San Diego, Calif., is
being awarded a $32,957,837 firm-fixed-price contract to furnish all
labor, materials, and equipment necessary to construct a two-story
steel framed structure for hospital replacement at the Naval Air
Station, Lemoore, Calif. This contract includes options which, if
exercised, would bring the cumulative value of this contract to
$33,625,932. Work will be performed in Lemoore, Calif., and is
expected to be completed by May 1999. Contract funds will not expire
at the end of the current fiscal year. This contract was competitively
procured with 20 proposals solicited and two offers received. The
Naval Facilities Engineering Command, Southwest Division, San Diego,
Calif., is the contracting activity (N68711-94-C-1607).
AIR FORCE
Textron Systems Corp., Wilmington, Mass., is being awarded a
$7,985,035 face value increase to a fixed-price-incentive contract to
provide for 34 CBU-97A/B Sensor Fuzed Weapons and associated
warranties. Contract is expected to be completed September 1998.
Contract funds will not expire at the end of the current fiscal year.

Texas Instruments, Inc., McKinney, Texas, is being awarded an
$11,405,047 face value increase to a firm-fixed-price contract to
provide for Interim Contractor Support through June 1999, and
associated spare line replaceable units, for the AN/AAQ-26 Gunship
Infrared Detecting Sets applicable to the AC-130U and AC-130H
aircraft. Contract is expected to be completed June 1999. Contract
funds will not expire at the end of the current fiscal year.
Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is
the contracting activity (F33657-95/C-0067, P00009).
Northrop Grumman Corp., El Segundo, Calif., is being awarded a
$7,780,747 cost-plus-fixed-fee contract to provide for Smart Materials
and Structures Demonstration Smart Wing 2 program. This program will
demonstrate application of Smart Materials and Structures technologies
to improve performance of unmanned aircraft performance. This action
provides for design, development, and test of a Smart Wing model using
the aforementioned technologies. Contract is expected to be completed
November 2000. Contract funds will not expire at the end of the
current fiscal year. Aeronautical Systems Center, Wright-Patterson Air
Force Base, Ohio, is the contracting activity (F33615-97/C-3213).
General Electric Aircraft Engines, Cincinnati, Ohio, is being awarded
a $21,949,601 cost-plus-fixed-fee contract to provide for engineering
and support services from 31 July 1997 through 31 July 2002, for the
Component Improvement Program (CIP) for the TF-39 engine on the C-5
aircraft. The CIP investigates and develops improvements to correct
service related difficulties and to improve reliability and
maintainability of the engines. Contract is expected to be completed
July 2002. Contract funds will not expire at the end of the current
fiscal year. San Antonio Air Logistics Center, Kelly Air Force Base,
Texas, is the contracting activity (F41608-97/C-0452).
ARMY
AM General Corp., South Bend, Ind., is being awarded a $34,712,020
modification to a firm-fixed-price with economic price adjustments
multi-year contract for 647 remanufactured 2 ½ ton cargo trucks for
the Extended Service Program (ESP). Work will be performed in South
Bend, Ind. (90%); and Livonia, Mich. (10%), and is expected to be
completed by July 31, 1998. Contract funds will not expire at the end
of the current fiscal year. There were two bids solicited on Aug. 28,
1994, and two bids were received. The contracting activity is the U.S.
Army Tank-automotive & Armaments Command, Warren, Mich.
(DAAE07-93-C-R110).
Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a
$40,301,243 firm-fixed-price contract for 30 commercial TH-67 training
helicopters with training, spares and technical representatives for
Taiwan. Work will be performed in Tarrant County, Texas, and is
expected to be completed by June 30, 1999. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on Nov. 29, 1996. The contracting activity is the
U.S. Army Aviation and Troop Command, St. Louis, Mo.

GTE Government Systems Corp., Taunton, Mass., is being awarded an
$11,400,000 modification to a firm-fixed-price contract for Program
Year Three (option 2) of the asynchronous transfer mode non-recurring
engineering services for four modified node center switches, six
modified small extension nodes, one modified circuit switch networks
and sixteen modified shelters to improve data throughput of the
circuit switch networks. Work will be performed in Taunton, Mass., and
is expected to be completed by Sept. 30, 1999. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on July 29, 1996. The contracting activity is the
U.S. Army Communications and Electronics Command, Ft. Monmouth, N.J.
(DAAB07-86-C-K022).
GTE Government Systems Corp., Taunton, Mass., is being awarded a
$7,500,000 increment of an estimated not-to-exceed $7,930,000
modification to a firm-fixed-price contract for Enhanced Switch
Operations Program (ESOP) graphics workstation retrofit kits option
for the National Guard and Army Reserve units with Mobil Subscriber
Equipment (MSE) and AN/TTC-39D equipment. Work will be performed in
Taunton, Mass. (70%); and Laguna, N.M. (30%), and is expected to be
completed by March 31, 2000. Contract funds will not expire at the end
of the current fiscal year. There were 143 bids solicited on Feb. 7,
1984, and two bids were received. The contracting activity is the U.S.
Army Communications and Electronics Command, Ft. Monmouth, N.J.
(DAAB07-86-C-K022).
Calibre Systems Inc.*, Falls Church, Va., is being awarded a delivery
order amount of $202,000 as part of a not-to-exceed $10,000,000 (if
all options are exercised) indefinite delivery/indefinite quantity
contract to provide technical support services for further development
and ongoing implementation of existing training, readiness, and
operations; unit planning; execution and resourcing system (TROOPERS)
capabilities; and aggressively pursue linkages to the systems that
relate to planning, supervising and executing training plans; and
resources required to support execution of these plans. Work will be
performed in the United States, District of Columbia, Virgin Islands,
and Puerto Rico (inside and outside of the continental United States),
and is expected to be completed by July 31, 2002, if all options are
exercised. Contract funds will not expire at the end of the current
fiscal year. This is a sole source contract initiated on June 17,
1997. The contracting activity is the National Guard Bureau, Falls
Church, Va. (DAHA90-97-D-0004).
Motorola Space and Systems Technology Group, Scottsdale, Ariz., is
being awarded a $900,000 increment as part of a $7,077,057
cost-plus-incentive-fee contract for 148 Combat Identification
Dismounted Soldier Systems (CIDDS), which provides the U.S. Army with
a compact, lightweight, affordable and supportable
friend-identification system. Work will be performed in Scottsdale,
Ariz., and is expected to be completed by July 31, 2000. Contract
funds will not expire at the end of the current fiscal year. There was
an announcement on the electronic bulletin board on May 12, 1997, and
three bids were received. The contracting activity is the U.S. Army
Communications and Electronics Command, Ft. Monmouth, N.J.

Texas-Capital Contractors Inc.*, Austin, Texas, is being awarded
$12,933,000 as part of a $13,537,000 (if all options are exercised)
firm-fixed-price contract to repair and upgrade soldiers' quarters.
The project consists of renovation of existing barracks buildings,
including upgrading electrical; replacing heating, ventilation and air
conditioning; remodeling bathrooms; new cabinets; new wall, floor, and
ceiling finishes; and minimal removal of some asbestos-containing
floor tiles. Work will be performed at Fort Sill, Okla., and is
expected to be completed by Oct. 1, 1999. Contract funds will not
expire at the end of the current fiscal year. There were 74 bids
solicited on July 17, 1997, and nine bids were received. The
contracting activity is the U.S. Army Corps of Engineers, Tulsa, Okla.
(DACA56-97-C-0041).
Hyundai Precision American Inc., San Diego, Calif., is being awarded a
$47,246,200 firm-fixed-price contract for 7,780 container roll-in/out
platforms (CROPs) in support of the palletized loading system vehicle.
Work will be performed in Tijuana, Mexico, and is expected to be
completed by July 31, 1999. Contract funds will not expire at the end
of the current fiscal year. There were 50 bids solicited on March 25,
1997, and 19 bids were received. The contracting activity is the U.S.
Army Tank-automotive & Armaments Command, Warren, Mich.

Dynetics Inc.*, Huntsville, Ala., is being awarded $28,542 as part of
a $48,850,826 (if all options are exercised)
firm-fixed-price/level-of-effort (with cost-reimbursement
contract-line-items for material and travel) contract for functional
engineering support for the Missile Guidance Directorate Missile
Sensors and Seekers. Work will be performed in Huntsville, Ala., and
is expected to be completed by Dec. 31, 2000. Contract funds will not
expire at the end of the current fiscal year. There were 120 bids
solicited on Jan. 29, 1997, and one bid was received. The contracting
activity is the U.S. Army Missile Command, Huntsville, Ala.

GTE Government Systems Corp., Communications Systems Division,
Taunton, Mass., is being awarded a $23,390,245 firm-fixed-price
contract for services and material to engineer and produce 12 Single
Shelter Switch System (SSS) communication shelters. Work will be
performed in Taunton, Mass. (68%); and Laguna, N.M. (32%), and is
expected to be completed by July 30, 1999. Contract funds will not
expire at the end of the current fiscal year. This is a sole source
contract initiated on July 5, 1996. The contracting activity is the

Tennier Industries Inc., Pomona, N.Y., is being awarded $21,298,782 as
part of an estimated $34,485,895 firm-fixed-price, indefinite
delivery/indefinite quantity contract for the manufacture of 101,000
(estimated for quantity base period, with two option periods of an
estimated 50,000 each) Second Generation Extended Cold Weather
Clothing Systems (2GECWCS), parkas and trousers for the U.S. Marine
Corps. Appropriation number and dollar value will be issued with each
delivery order. Work will be performed in Huntsville, Tenn. (50%); and
Tullahoma, Tenn. (50%), and is expected to be completed by May 31,
