Mutual TLS With RabbitMQ

Hi, I have rasied a change request to update the RabbitMQ Collector to support Mutual TLS (details here :- https://github.com/openzipkin/zipkin/issues/3551).

I've also created a simple possible approach in a local branch that I was hoping to use as an opening suggestion to implement this feature so I could attach it to the Change Requerst for further info.

My question is this - how do I go about requesting access rights to be able to create a branch so I can push this up for people to review. Apologies for this dumb question, but I couldn't find anywhere this is described.
