Of course, while the budgets listed below are what you will start with (based on real world transfers from the summer 2023 transfer window), they will not stay at those levels, and will increase/decrease depending on your performance, spending and other factors.
Two hundred and twenty-nine teams. Twelve leagues. One game save. We at The Athletic have dug deep into the financials of teams from the biggest divisions on Football Manager 2021 to make your life easier.
You can find information on the following leagues: Premier League, La Liga, Serie A, Bundesliga, Ligue 1, the Championship, Eredivisie, Primeira Liga, Russian Premier League, Major League Soccer, Chinese Super League and the Scottish Premiership.
And when you remove Real Madrid, Barcelona and Atletico Madrid, the average squad value of the other 17 La Liga teams is just 143 million. There are, however, a few interesting sides who possess a fair few players that are capable of giving you funds to play with.
Another enticing prospect are Sevilla, who have six players aged 31 or older. Selling these guys at their asking price would give you 76 million extra to spend: Tomas Vaclik, Franco Vazquez, Ivan Rakitic, Alejandro Gomez, Jesus Navas and Fernando.
Yes, there are a few big names in there, but in FM21, players such as Navas and Rakitic will see their value and ability diminish quickly, so it may be better to sell one year too early rather than one year too late.
Bayern Munich have the joint-highest starting transfer budget of any side in FM21 with 54.83 million, so if you want an easy ticket to multiple trophies, pick up where Hansi Flick left off and enjoy a procession to what would likely be consecutive league titles.
Bournemouth find themselves in a similarly precarious position. They have no funds available for their transfer or wage budget, but with 125 million worth of talent on the books, are not short of players to sell to raise some much-needed cash.
The best teams in Portugal happen to have the lowest starting transfer budgets, with Porto, Benfica and Sporting Lisbon all beginning any game save with a grand total of 0. Despite this, each of those sides have a squad value in excess of 150 million, with Benfica (209 million) leading the way, followed by Porto (199 million) and Sporting (155 million).
Despite winning the last two league titles on offer, Zenit Saint Petersburg do not have the highest transfer budget in the Russian Premier League. That honour goes to Dynamo Moscow, whose budget of 22.85 million is large enough that it gives you wriggle room to make a few decent signings.
With 27 teams in MLS split across two conferences, there are plenty of options to choose from. However, only two sides begin with a transfer budget above 10 million, and both of those, Atlanta United and Toronto FC, reside in the Eastern Conference. Not far behind are LAFC (with a budget of 9.31 million), who play out west and are led by former Arsenal youngster Carlos Vela.
Beijing Guoan lead the way with a starting budget of 20.85 million and a league-high squad value of 139 million, a figure heavily influenced by Cedric Bakambu, who joined them in a 65 million transfer from Villarreal in 2018. Another rich side to consider are Guangzhou, whose budget of 18.17 million gives them some wiggle room in the transfer market. If you want to raise more funds, you could look to sell one of ex-Spurs midfielder Paulinho or Talisca, who between them, are worth 50.75 million.

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Get promoted to premier league by winning the championship and you will receive 7 million or so for winning the league. This gives you a transfer budget of around 4.5 million which is unrealistic and means that you can't buy any players to challenge in the new more difficult league. In real life, a promoted team will receive at least 100million for promotion to the premier league due to TV rights etc. The fact that you are only given a tiny budget makes it unenjoyable to manage a smaller team and takes away the fun of rising through the ranks with them as competing with the top teams becomes impossible.
What happens when the bug occurs? Nothing, you just have a tiny budget and can't sign any players due to the lack of a competing budget structure
What should be happening instead? You should get a realistic budget upon promotion. Even if not the full 100million, you should get a competitive budget of at least 50million in order to be able to sign better players and have a competitive wage budget also. Without this, any players you want to sign will go to the opposition as they can afford them.

I once took Ipswich down to non league and several bankruptcies. Whenever they sacked me I just added a manager and took over again. I got up to around Keano 50 I think. One only lasted 11 games but in that time I managed to add -57 to the goal difference so it wasn't a total waste!
Grant Holt earnt nothing for 15 months on one game. He demanded a move to a bigger club. I offered him around but then turned down moves to everyone who bid on him so I just stuck him in the reserves and fined him every week till he left on a free!
Currently doing a game when I'm trying to manage all 92 clubs. I manage for 10 games then move on to the next job. On club 9 at the moment. It's fun. I'm playing that on the switch so it's football manager touch which isn't as in depth as the PC version so doesn't take all day to play about 3 games!
I never manage Norwich on it as if you think the old crazy German kid tropes are funny, I'd go several shades of batsh*t if I were managing my favourite team. In fact, I have more fun playing in weaker leagues and building teams up over 20-30 seasons. Had one with Carl Zeiss Jena in Germany and after about 15 seasons we won the Bundesliga twice. I'd put my favourite German team as Dresden though and when their vacancy cropped up in the 2. Bundesliga, I went in for that, saved them from relegation, got them promoted the next season and since then - established in the top flight at the sharp end. Just can't quite get right into title contention.
Think my favourite one was on a much older version where I got Skeid (a Norwegian team) to the semi-finals of the UEFA Cup then and when I looked at the starting line-up, I'd spent 50K. Everyone was a free transfer or a youngster I'd developed.
I think that was the one I used to play to death. There was a Bulgarian youngster who you just had to sign straight away, Antonoli Todorov I think he was called. Guaranteed to score hundreds of goals.
Can't remember if it was that version or a later one but I managed to pick up a seventeen year old Norwegian called Sindre Loe Bing, could play in any outfield position and every stat developed into 18/19/20. The issue was deciding where to play him!
I've been an addict for nigh-on 20 years. I think I've only managed Norwich about five times; I generally look to start at a much lower level as it's more of a long-term challenge and I like to have saves in different countries to make it more interesting.
Although saying that, I am managing Norwich right now on FM23. I started with Gloucester and took them from the National League North to the Championship, and then when the Norwich job came up in March 2028, with the club about to be relegated from the Premier League, I couldn't resist applying and I got it.
If you find the current game too complicated or just to time consuming the mobile versions are worth investigating as they are much simpler and more in line with game as it was in the late nineties early 00s.
Oh I'm sure. I think it also had something to do with 4 of 5 centre backs long-term injured, a single fullback per side in the squad, no right midfielders and 7 season long loans (of which only 5 can be in a matchday squad) already in place when I took over and a transfer budget of 2,300. Some games I could only name 3 subs, two of which were goalkeepers.
I first dabbled with Championship Manager 93 and have been addicted ever since.
I regret to admit I would play as Man Utd as I was a kid and would sign Eadie and Sutton most games.
I played as Norwich a little bit around 98/99 but usually I find myself playing English lower leagues.
I have managed such greats as Guiseley, Dover,, Southport, Blyth Spartans. I did play a lot as Lowestoft Town but in recent years got a bit burnt out with them.
