Pair with Hue Tap

I successfully paired one of my Hue bulbs and now I'am trying to pair my Hue Tap switches too. I tried to pair the switches using the gateway-server example, but the switch does not join to my network. I also captured the packets the switch is sending when trying to join a new network and uploaded the pcap file to my Dropbox: https://www.dropbox.com/s/jxp5anif6o3cu4f/HueTap.pcap?dl=0

Regarding the pcap file the Hue Tap is announced as on/off switch. How can I pair this device in zigbee4java?
