who knows what's the really meaning of 'subsecond' ( <1.0s or >1.0s ) in
'subsecond access time' and 'subsecond pstate' ?

subsecond是亚秒

分钟级：以分钟为单位，即速度按分钟计算，7200转/分
秒级：以秒为单位，即速度按秒计算，1GHz/秒
亚秒级：没有达到秒的速度，即1GHz/1.2秒

but one of my colleagues insists subsecond shall mean less than 1.0s but I
think it shall be greater than 1.0s but very close 1.0s.

英语辞典来的：

sub-:

表示“下，在下；低于，次于，副；亚，次”之义

所以我认为，sub-second，是精度低于秒，也就是你说的 > 1.0s
