[Bug 304999] [NEW] Blob size limits not respected

On all versions of ZFN, the blob manager requests, but does not use the
maximum size for an individual blob (assuming that it is the current
constant). The desired behavior would be to have the index server get
all of the blob size maximums and use the smallest size for writing.
