You already have this in Win 95. Here's an excerpt from Windows Help.
To copy the window or screen contents
To copy an image of the window that is currently active, press
ALT+PRINT SCREEN.
To copy an image of the entire screen, press PRINT SCREEN.

Hi Martin,
Use the [Print Screen] key - this puts an image of the screen on to
the clip board and that can then be inserted into any program using
the [shift][insert] combination.
If you want to take only part of the screen, import it into PhotoShop
or any other bitmap editor, crop it and save it in whatever flavour you want.
