Program Environmental Impact Report
and Public Scoping Meetings for
Small and Medium Composting Facilities and Operations 

The California Department of Resources Recycling and Recovery (CalRecycle), as the Lead Agency, is preparing a Program Environmental Impact Report (PEIR) pursuant to the California Environmental Quality Act for small and medium composting facilities and operations consistent with the requirements of Senate Bill 1046. CalRecycle is requesting identification of the scope and content of environmental issues and information that you or your organization believe should be considered in the PEIR.

In addition, CalRecycle will conduct two scoping meetings for the purposes of soliciting written comments from interested parties, responsible agencies, agencies with jurisdiction by law, trustee agencies, and involved federal agencies, as to the appropriate scope and content of the PEIR. The meetings will be held virtually on August 6, 2026. The first meeting is intended for public agencies only and will take place 3:00 pm to 4:30 pm, and the second meeting will be held for the public from 6:00 pm to 7:30 pm.
