·         Welcome and Introductions
·         Steve Weihe (County of San Diego), Stephen Mergener (Zero Waste San Diego), Derek Lam (City of San Diego), Laura Anthony (Zero Waste San Diego), Ellyn Law (County of San Diego), Beryl Flom (League of Women Voters), Debbie Dodson (Carton Council), Joshua Allen (Global Disposal), Bob Hill (EDCO).
·         Approval, Minutes March 2022- approved, no changes  
·         Chair’s Report (Stephen Mergener for Zero Waste San Diego)
·         CRRA’s annual conference will be in Oceanside in September, with early registration ending May 31
o   CRRA has a job opening
·         Fix It Clinics
o   Saturday (4/16) in Carlsbad
o   Saturday (4/30) at Solana Center
o   Clinics in La Mesa and Chula Vista finished last week with an average attendance of 20-30 per event
·         Dr. Bronners will be hosting a Fix It Clinic for their employees Friday, 4/22
·         Earth Fair at Balboa Park on Sunday, 4/24 will be in-person and volunteers are still needed 
·         5-Year Review Report of the Countywide Integrated Waste Management Plan
·         Ellyn Law, County of San Diego: presented an overview of the 5-Year Review Report of the Countywide Integrated Waste Management Plan (CIWMP). The draft 2022 Five-Year Review Report is available for review on the County’s website. Comments may be submitted in writing to Rec...@sdcounty.ca.gov through April 29.
o   Committee members discussed how figures were determined and applied to the report

o   Work continues on SB 1383 implementation
o   Franchise hauler amendments are currently underway  
o   City Recycling Ordinance (CRO) amendments
§  Aligning language with SB 1383
§  Requiring multi-family residences to recycle food waste
§  Mandatory color coding of waste bins (black/blue/green)
§  Internal collection containers for commercial and multi-family locations
o   City is conducting webinars to waste haulers’ customers regarding SB 1383 information
o   Multi-family/Commercial outreach
§  City is conducting door-to-door, direct outreach regarding SB 1383 compliance  
§  Over 300 multi-family units and 100 businesses have been reached in the neighborhoods of Barrio Logan, South Bay and City Heights, with multilingual assistance in Tagalog and Spanish
o   I Love a Clean San Diego has two upcoming webinars for Green Business Solutions-Commercial Kitchens Food Scrap Recycling

o   Site visits to commercial businesses and multi-family properties continue
o   Organic waste recycling page is now live Organic Waste Recycling (sandiegocounty.gov)
o   A Facebook live event “Ask Me Anything” with a County Recycling Specialist will be held on Friday, 4/22 at 6 PM
o   There will be two vacancies (RSI and RSII) as Stephanie Ewalt and John Harris are leaving

§  Outreach to commercial businesses for SB 1383 continues
§  Glass, plastics and rocks are top contaminants in the anaerobic digester
§  Clean, self-haul loads are going to the transfer station in Ramona and being ground into mulch/wood chips
§  Ports are opening up and materials are flowing more freely
