a. CRRA
i. Chair attended and learned about a product made out of bamboo that is as strong as steel (could be used for airplanes).
ii. Chair attended a panel on the Statewide Zero Waste plan; the head of Cal Recycle also attended.
iii. Videos from the conference should be on the website soon.
iv. EPA Region 9 recognized the Fix it Clinics.
b. Federal funds are available for reuse/fix it (PDF with info will be attached to the notes).
c. Chair attended a screening of We Are Plastic People hosted by Senator Blakespear’s office.
d. National Zero Waste Conference will be held virtually https://zwconference.org/ 10/2/24 to 10/3/24.

i. Debris Assistance Program

ii. Resource Recovery Facility
1. ESD staff is currently evaluating the requirements for such a facility.
2. CAC attendees asked if they can get a copy of the RFP, once available.
a. City staff will provide once ready.

2. The first rounds of Open Houses have been completed.
3. ESD’s consultant is currently gathering collected data from the Open Houses.
4. Next anticipated Open House will be in October or November.

a. Cost of Service study is anticipated to be ready in early 2025 with more open houses for public input/comment.

1. Attendees asked:
a. What sort of outreach was done to inform businesses about the Single Use Plastics Reduction Ordinance?
B. Mailers were sent out with outreach provided before and after.
C. Currently conducting outreach to 3rd party food delivery apps to ensure compliance.
vi. ESD (Environmental Services) is hiring for Recycling Specialist I and Recycling Specialist II positions:

vii. The multi-family outreach and marketing campaign utilizing CalRecycle grant funding is pending RFP release.
viii. Larger scale compost giveaways are anticipated; dates/locations pending.
ix. ESD is working on an organic waste contamination study.
1. Presentations can be shared with CAC group later.
2. #1 contaminant is plastic bags.
x. Attendees discussed:
1. Seeing lots of cardboard and furniture still dumped in the Miramar Landfill; bagged yard trimmings as well.
2. Vendor BKM was noted dumping a lot of furniture.
3. How can business be encouraged to recycle more cardboard, especially considering the Miramar Landfill has a recycling center.
4. Importance of educational videos around green bin/organic waste practices
a. Can there be a regional effort around green bin/organics education?
xi. Solana Center contract is currently in negotiation.
b. County of San Diego
i. Site Visits
1. Actively visiting C&D sites, Tier I/II business (under SB 1383), commercial as well as multi-family residences to assist with recycling and organic waste educational outreach.
a. 39 site visits (14 contractor and 25 staff) conducted in August

1. Reviews continue on both organic waste waiver exemptions and self-haul forms for recyclables.

1. Using SB 1383 funds for an outreach/education campaign using City of Sand Diego assets that were shared.

3. Clean up event in Lakeside on 8/31/24
a. Saw over 300 vehicles in attendance.
b. Roll-offs filled: 2x metals, 2x C&D, 2x E-waste, 1x green waste, 7x bulky item disposal, 75 cars with donatable items, over 300 tires and lots of mattresses collected for recycling. Overall diversion rate for the event is pending.
v. Self Haul
1. Some businesses have decided to stop self-hauling recyclables (too much work) and have switched back to cart/dumpster service.

1. Will begin recycling rigid plastics using Waste Control
2. Will begin recycling computer-related plastic using Dell ReConnect (https://www.dell.com/en-us/lp/dt/dell-reconnect); able to recycle CD and DVD cases as well.
3. Looking for recycling options for leaded/crystal/drinkware glass; very hard to recycle.
4. Plastic bags are being phased out of their San Diego stores.
a. Donated reusable bags will be given out instead.

a. Wasting Fee discussion (from Chair)
i. Sierra Club San Diego anticipates working on the “wasting Fee’ topic now that CAP has been passed.
ii. Chair asked the members of the CAC group to vote on supporting the “Wasting Fee” idea. Due to Brown Act in person attendance requirements, the CAC currently consists of only one official member, the Chair. As such the proposal passed.

a. AB 2 – Ward – Recycling: solar photovoltaic modules
Solar panel EPR. On or before October 1, 2026, and on or before October 1 each year thereafter, CalRecycle to establish a covered solar PV recycling fee based on the reasonable regulatory costs to administer covered electronic waste recycling.
Now a 2-Year bill. Sitting in Senate Appropriations Committee as of 09/01/23.
b. SB 560 – Laird – Solid waste: gas cylinders: stewardship program
Gas cylinder EPR. This bill would establish a stewardship program for gas cylinder products and would authorize producers of those products to establish one more producer stewardship organization for that purpose.
Dead bill as of 1/18/24.
c. SB 707 - Responsible Textile Recovery Act of 2023
Textiles EPR. This bill would enact the Responsible Textile Recovery Act of 2023, which would require producers, as defined, either individually or through the creation of one or more stewardship organizations, to establish a stewardship program for the collection and recycling of covered textiles.
d. AB 234 – Bauer-Kahan – Microparticles (dead bill as of 1/31/24)
e. AB 347 – Ting - Household product safety: toxic substances (ordered to inactive file, 9/11/23)

j. SB 54 regulations have been released- https://calrecycle.ca.gov/packaging/packaging-epr/
This bill would revise the single-use carryout bag exception to include a bag used solely to contain or wrap specified uncooked foods and other specified items to avoid contamination, prevent damage from moisture, or for sanitary, public health, or environmental protection purposes. The bill would revise the definition of “recycled paper bag” to require it be made from 100 percent postconsumer recycled materials, without exception.
Amended from HHW EPR bill to Paint Stewardship bill.
The bill would expand the scope of the stewardship program from architectural paint to paint products, and thereby subject paint products to the requirements of the program. The bill would define “paint product” to mean architectural coatings, aerosol coating products, nonindustrial coatings, and coating-related products, as provided. The bill would exempt aerosol coating products, coating-related products, and nonindustrial coatings added to the stewardship program by the bill from the requirements of the program until January 1, 2028, or the approved stewardship plan’s implementation date for those products, whichever occurs sooner, as specified.
