Subject: Important Announcement [ No more Rescheduling of any Games Starting Spring 2017 DCL and DLCL]
Gentlemen,
DCL will adopt strong governance posture as per its published schedule and like to issue clear guidelines regarding washed out games for 2017 Spring League onwards.
DCL will not reschedule nor honor the results of the rescheduled games moving forward and the result of the game should be updated immediately as shared points.
NO SCORECARD UNLOCKS ALLOWED FOR THE WASHED OUT GAME .
Guidelines
1. A game is not washed-out unless and until both the teams with minimum 8 or all 11 playing members are present at the ground and the umpires determine that the conditions are not conducive to play due to weather.
2. If a team doesn’t show-up, then the match will be awarded to the opponent team provided they wait at the ground for 45 mins per the DCL_By_Laws [ Read By Laws 13.j].
3. Going forward, there will be NO reschedule in any form or fashion for a washed-out game. Teams will have to split the points and update the scorecard before wed 12pm the week after the game is scheduled.
4. If the driving conditions are safe, both teams are expected to show up for the game as per the DCL Weather Rules Law 3.9
5. If teams reschedule a washed-out game without organizers knowing about it will not be honored and the results will not be accepted.
We, the DCLMGMT, have come to this conclusion as it is fair and offers level playing field to all the teams . So every team in the league has to abide by this policy going forward starting from SPRING 2017 LEAGUE.
Please note the Rule book will be expanded accordingly FOR WASHED OUT GAME.
Below are a few FAQ's :
Question: Why is DCL not honoring results if the teams find their own grounds and play their game, hire or have their own umpires.?
Answer: It is an operational as well as governance challenge for DCL. The number of teams have increased but the number of grounds are limited. DCL's focus is fairness and level playing field for all the teams. Rescheduling washed out games disrupt everything, require more efforts and we don't have clear solution for every team.
Question: Why did DCL allowed in the Past and is not allowing it now?
Answer: DCL allowed it in the past because the League was small and few slots available. We were able to allocate based on priority or let teams do it themselves without additional burden on DCL. It was a good gesture vs. strict governance posture.
Question: Will DCL Reschedule any Play-Off Games?
Answer: Law 21.9 Points Law 21.9 Points At knock out stage: In the event of a result not being obtained and further the match cannot be decided by DL System, for matches up to and including the semi finals the result will be decided as under:
" The team with the most number of wins in the matches up to the previous Match
" If still equal, the team with the highest net run rate throughout the tournament up to the previous match, including the league phase .
" If still equal then by toss of coin in presence of the umpiresOnly Finals will be rescheduled Twice. If a result is still not possible, both finalist will be awarded as Joint Winners
Question: What happens in case the game is scheduled on Ground A but it rains previous night and Ground A is not playable at all. Can the team play the Scheduled game on a Different Ground? If the different ground is playable? In other words, can teams Change the Venue on the Fly the same day based on the Ground Conditions?
Answer: No it is considered a washed out game and teams have to split the point as per official DCL schedule including ground locations. No customizations.
Question: Why are the grounds not available to DCL all of the sudden?
Answer: Again due to more growth and high interest in league cricket. The slots provided by the cities or park officials are fully reserved for the entire League season. Previously we had some room and now DCL slots are full due to peak spring season. We expect the same trend moving forward.
Question: How long would this new rule apply? In other words will rescheduling be allowed in future DCL tournaments?
Answer: The answer is NO. [But again, we cannot predict as the circumstances might change we might end up having more grounds for playing cricket in the future]
