This isn't anything that can be worked around. In linux-phc, you
can't select voltages below the lowest option available through speed
step. It's a shame, really, that this obstacle prevents linux-phc
from being too useful.

I can tell for sure because my laptop (Thinkpad r61) is affected by a
really weird problem: in low power state the CPU buzzes...
If I use linux-phc, lowering the voltage as much as possible, the buzz
noise calms down a bit.
I know that measuring the power consumption of a computer listening to
it sounds really weird and doesn't looks really professional, but this
is my experience with linux-phc.
Is there a way to know what projects are actively included in the
project? The website is quite outdated...

As you can see the fan is not involved at all.
The sound gets more quiet lowering the voltage of the CPU.
