Can't apply for API Key 405 Not Allowed webpage message

Can someone help with this problem?  I try to apply for a API key and when I submit, I get this page:

405 Not Allowed

I've tried several times and get the same webpage message.

we preformed maintenance work on our systems on December 20 and this
could be the reason for errors you have been getting. I believe that
it works now.

Can you please try again and let us know if you encounter same error
