Call back not working

Not sure what's going on, but I have a call back URL in working
condition (tested in different browsers and command line tools).
When i reply YES on the phone, zeep returns communication error
message. no further details though. and the call back URL is not hit
at all.
the call back URL is on https but there's no login required.
Am I doing something wrong?
