ZAP #zaproxy IRC channel on Libera Chat

Due to the recent "problems" with Freenode we have moved our official #zaproxy IRC channel to Libera Chat.

You can access it directly via https://kiwiirc.com/nextclient/irc.libera.chat/#zaproxy

or point any other IRC client to irc.libera.chat:6697 as per https://libera.chat/

We will stick around on the Freenode channel for a bit but will be redirecting people from there to our new channel.
