Started ZAP GUI, but http://localhost:8090 is accessible only after I try attacking atleast one URL.

Zap GUI is started, web proxy, dynamic ssl certificate, etc. are configured.

But accessing http://localhost:8090 via explorer shows error.

Once I attack one url using GUI, then http://localhost:8090 becomes active and shows everything on this web page.

Please let me know is it expected behavior and In case it is not, then how to resolve it.

No, thats not expected at all, and I've not heard of anyone else having this problem :/
Is the API enabled? That will be shown in the Options / API
What host and port is ZAP listening on? These will be shown in the Options / Local Proxy
What version of ZAP are you using?
