Failed to access URL ZapSocketTimeoutException : Connect timedout

When I try to scan my api's using openapi.yaml file I am getting  "Failed to access URL: http://mss.qa.csqp.alb.com/api/v2/wbs/v0/answer-product/jobs : org.zaproxy.addon.network.common.ZapSocketTimeoutException : Connect to http:// mss.qa.csqp.alb.com :80 [] failed: connect timed out",

What could be the issue here.kindly let me know.
