ZAP 2.18.0 to require Java 21+

We are planning on changing ZAP to require a minimum of Java 21 from the next main release, ZAP 2.18.0.

This will allow us to use new Java features and performance improvements, as well as Java libraries which no longer support older versions.

If this change will cause you particular problems then please let us know the details ASAP.

The latest ZAP live docker image now uses Java 21.

The plan is for the next weekly to use that as well, unless anyone reports problems with the live image.
