Duplicate alert filters causing issues?

There are two "Cookie without SameSite Attribute" alert filters, one with ID 10054, and the other with ID 10054-1. As far as I can tell these are identical, and on one of my sites that I'm trying to scan there are two cookies to which I want to apply this filter, but nothing I try seems to work for both cookies in terms of which alert filter I select and what regex I use, etc. 

Can one of these filters be removed, since it appears they are duplicates? I suspect this is the root of my problem.

Btw using both alert filters doesn't work for me either.
