Can we do a REST API DevOps CICD scan used ZAP? If it is possible. Please provide guidance.

Have a look at https://www.zaproxy.org/docs/docker/api-scan/

Its worth noting that the Jenkins plugin is no longer supported by the ZAP core team, so using the docker images directly is probably a better option.
