New Passive Scan add-on

Just to let you know that we are in the process of migrating the passive scanner from the core to a new add-on. 

This is part of an ongoing process to move functionality from the core into add-ons, which we can update outside of full releases.

If you are building from the source code then you will need to install / update the new "pscan" add-on to keep all of the functionality.
