Zabbix 1.8.3 released & moving to official announce list

Next stable version in 1.8 series, 1.8.3, has been released.
Almost 5 months in the making, it contains lots of bugfixes and some
significant new features, including global alarms in frontend, new
frontend theme, multiple improvements to network maps, better server
performance and much, much more. You can read about new features in
the "What's new in 1.8.3" section in Zabbix manual.

Additionally, Zabbix virtual appliance has also been updated, and that
includes both Zabbix upgrade as well as significant improvements to
the default configuration.
