Exploring the Viability of Hemp Production in South Africa
The Land and Agriculture Policy Center is a section 21, not-
for-profit company which
contributes to sustainable rural development by providing innovative
participatory policy
analysis and research.
Owing to the current world-wide attempts to re-establish hemp as a
cash-crop and to further
develop these crops into industrial products or ,as in the case of
South Africa, to initiate the
exploration of the potential to cultivate this plant as a ‘new’
alternative arable crop, the LAPC
has embarked on a programme to investigate the viability of such a
venture. As part of its
consultative process, integral to policy formation, the LAPC wishes to
invite all interested
parties/organizations to submit options and proposals relevant to the
study in question. This
would ensure that a broad and comprehensive arena of legitimate
concerns are accomodated,
incorporating that of the heretofore marginilized or precluded
sentiments .
The aim of this initiative is to ascertain and solicit key issues
relevant to the study in question
so as to develop and inform the policy processes addressing this
matter.
The main objective of the study is to examine the possibility of hemp
production in South
Africa.
Key areas of focus include :
1. The prohibition of dagga and its possible decriminilization.
2. The industrial uses of hemp
3. The Development of hemp cultivars i.e.research findings etc.
4. The economics of hemp production
5. The environmental impact of hemp cultivation and production
6. Current international trends in the resurgence of this cash crop
7. The identification of successful regulatory models employed in
other countries and an
elucidation of its functioning mechanisms
8. The infrastructural/agricultural inputs needed to implement hemp
husbandry.
Special reference ,as is obvious from the primary objective, should be
to made to the South
African context with a particular focus on any current or existing
research on hemp cultivars.
Presentations can be in the form of an integrative study, encompassing
all of the above topics
or can employ a specific topic as its area of centrality.
Submissions should be in the form of a 5-10 page document .
Participants willing to engage in the above undertaking should respond
to the aforementioned
organization no later that the 15th July 1997 at the following e-mail
addresses:

their area of interest
or nature of their presentation.This would serve as an indicator of
the number of interested
parties willling to engage in this policy formation process and hence
would enable LAPC to
request presentations of certain papers subsequent to a perusal of the
submitted abstracts. Thus
a follow-up of respondents based on approval of abstracts will be
conducted thereafter with
the envisioned goal of compiling a position paper.
An honorarium is to be offered to papers selected for presentation.
However it is imperative
that the papers submitted for presentation are within the guidelines
of the Terms of Reference
as developed by the LAPC so as to ensure that the key objectives are
met.
These Terms of Reference will be furnished to the respective
respondents upon receipt of their
abstracts.
