I sent the following e-mail to the Chairperson of the Independent
Communications Authority (ICASA) earlier today believing that it will
impact positively on the decision-making process.The contents of the
e-mail is self-explanatory - if the increases are approved it will have a
substantial effect on the cost of internet access and the cost of our
hobby - genealogical research.
It would have much more effect if a substantial number of letters are sent
to ICASA, especially while Icasa is involved in a legal battle with TELKOM
on the issue of the Rates Regime. Maybe you could also send the letter to
some of the addresses in your address book.

PROPOSED RATES INCREASES BY TELKOM
I have noted from Press Releases that Telkom has announced certain
increases in the rates as from January 2002 and that ICASA has since
published the new RATES REGIME. It also appears that TELKOM will oppose
the Rates Regime in Court.
One aspect that has not received publicity at all is the extent of certain
of the rates increases in the Basket of Services - especially the cost of
Standard time calls in the 0-50 km Zone and Callmore time in the 0-50km
Zone. This service has been subject to substantial increases over the past
three years.
The following is an analysis of the cost of Callmore Calls in the 0-50 km
zone
Feb 1999 min cost 40.4 cent for 9.25 min call time
Feb 2000 min cost 44.0 cent for 8.50 min call time
Feb 2001 min cost 51.0 cent for 7.75 min call time
Feb 2002 min cost 43.0 cent for 3.95 min call time
Feb 1999 cost of 10 min call 44 cents
Feb 2000 cost of 10 min call 53 cents = 20.4% increase
Feb 2001 cost of 10 min call 67 cents = 26.4% increase
Feb 2002 cost of 10 min call 110 cents = 64.2% increase
These increases in a very basic and often used part of the Basket of
Residential Services are totally unacceptable both on an economic as well
as a moral basis. It is one of the services of Telkom that is often used
by the less affluent part of the community as well as the aged community
and will place an unnecessary financial burden on these sectors of the
community.
I request ICASA to take a very strong view of this excessive rate of
increase in a very basic service.
