alternative (rotary) motor concept

Is there anybody who knows the principle of the so-called
'scissors-acting', 'cat and mouse', in German 'Umlaufkolben-Motor' rotary
combustion machine concept comprising two pairs of interleaving piston-vanes
which go round and move to and fro each other?

Does he know why this machine concept did not succeed so far although it has
many advantages over the conventional reciprocating piston engine?

Do you know a company which has seriously tested this concept and has
experienced building a prototype?

Which were the the difficulties and deficiencies they met? Which concept did
they use to enforce the desired movement of the vanes - some kind of
blocking mechanism - elliptical gears - cranks and gears?
