Dragging chapters up to new locations does not work correctly

I have discovered an issue with the new beta 7.1.5.6. Dragging chapters down works fine to reposition a chapter, but when dragging a chapter up higher to the beginning of a book, it can only be done one line at a time. I hope someone else can replicate this and point it out to Simon. I've tried twice to report this and am not getting a response... Beginning to think my posts are not being seen. If someone does see this, please point it out to Simon.
