YUI 3.18.1 download and release notes

Hi all,

My project is currently using YUi 3.17.2, and I did not visit YUI for a while.

Today, i see YUI 3.18.1 announced on yuilibrary.com, click on it lead me to github. My question are:

1. How to download the release zip of 3.18.1.

2. Where is the release notes to review what's new on the release.
