prepending strings to each word of an argument

Is there a way to do this?

Specifically, I want to create a command that will search Google for
the argument text but put a "+" in front of each word, so Google knows
I really mean it.

One way would be for someone to write a PHP (or other language) script to do
this, and host it on a server somewhere. Then create a command for the
script.
