Dear YRP friends,
As you can see in the forwarded message below and the Liquor Board hearing schedule, York Club Tavern at 5407 York Rd. has run afoul of the law again, this time for serving an underage police cadet. YRP has been engaging with this business more intensively in recent months and the neighborhood leaders in Mid-Govans and nearby Woodbourne McCabe have made it clear that their position is that they want this business which is a magnet for crime and drugs, to close down. It has a BD-7 license, allowing it to be open 7 days from 6 am to 2 am selling package goods and operating a tavern. Community members have been in the establishment, spoken with city agencies and have spoken with the owner asking her to make improvements including making exterior facade improvements, improving business practices, cooperating with police, cleaning up and operating the tavern as it is required to by law.  The Health Department actually shut down the tavern briefly in February for unsanitary conditions and rodents.

The owner wants to sell the business and the building that she owns. YRP and Councilman Henry met with a potential buyer (the deal fell through, fortunately as the YRP had serious concerns about the new owner) He did point out many building condition concerns including asbestos. YRP members have identified other concerns such as the locked door to the tavern (against the law) and potential fire hazards.

YRP is supporting the neighborhoods by writing a letter to the Liquor Board and attending the violation hearing tomorrow.

YOU can help in the following ways:
1.  Write a letter to the liquor board from your community;  Address it to:
Board of Liquor License Commissioners for Baltimore City (BLLC)
231 E. Baltimore Street
6th Floor
Baltimore, Maryland 21202
Email it to: Deputy Executive Secretary Thomas...@baltimorecity.gov

2.  Show up at the hearing in solidarity. 11 am at City Hall. Bring ID to gain entrance to City Hall. There are a lot of violations on the docket, so be prepared for a wait before York Club tavern comes up on the docket. Let me know if you need a ride.

3. Re: problems at York Club Tavern or at any establishment. It is unfortunate, but true, the burden is on citizens to report problems to the Liquor Board.  This is from the Liquor Board website, posted in May:

See Something Say Something

If you would like to report what you believe to be a liquor board violation, please call 311 to report the matter or call our offices at 410-396-4377 during normal business hours and speak to Chief Inspector Mark Fosler. Also, note that a Baltimore City Police Department (BCPD) tip line and direct email address has been established for complaints regarding illegal bar activity. You can contact the Vice Unit of the  BCPD directly via email at vice...@baltimorepolice.org or you can call at 443-984-7080.

Thank you, YRP friends!  Let me know if you have thoughts, questions, concerns!

BOARD OF LIQUOR LICENSE COMMISSIONERS FOR BALTIMORE CITY

DOCKET – THURSDAY, JULY 26, 2018

ROOM 215 – CITY HALL – 100 NORTH HOLLIDAY STREET

1:00 pm docket

Eka S. Ekanem (SP), Woodbourne Lounge, Inc., T/a York Club Tavern, 5407 York Road – Class “BD7” Beer, Wine & Liquor License – Violation of Rule 4.01(a) Sales to Minors – April 26, 2018 – At approximately 11:20 PM, the Baltimore City Police Department and the BLLC conducted random, joint investigations of establishments to determine if licensees would sell alcoholic beverages to minors. The joint task force responded to the establishment and sent Baltimore City Police Cadet Nolan Klado, who is under the age of 21, into the establishment to attempt to purchase an alcoholic beverage(s). At that time Klado entered the establishment and purchased two miniature 50ml of “Fireball” whiskeys from the bartender/store clerk, Mr. Zero Gibbs. Utilizing a departmental $20 bill, Klado purchased the alcoholic beverage(s) for $2.70 each. Klado then communicated to the task force that he had purchased an alcoholic beverage(s). Members of the task force entered the establishment and notified Mr. Gibbs that an alcoholic beverage has been sold to a minor and it would be reported to the BLLC. The task force then recovered the marked currency and returned both the alcoholic beverage(s) and any change that was provided to Klado by Mr. Gibbs.

Many thanks to the neighborhood leaders and reps who showed up today or wrote letters to the Liquor Board!

York Club was found in violation of selling alcohol to a minor – for the FOURTH time! – and the license was suspended for 30 days. Given that the owner expressed multiple times during the hearing that she was trying to sell the business and transfer the license, there is also the chance that if she does not put in a transfer application in the next 30 days, we could go back to the Board and ask them to continue the suspension…
