Youtube ads are not appearing in my country.

Recently in Kosova there are no ads showing on any of our videos. We can't even see ads on worldwide videos and it is all the same everywhere.

I tried a proxy to check if anything is wrong with the videos from my country but with an German proxy I could see the ads.

What is wrong ? 
Did youtube do something to Kosova or is it a worldwide problem in many other countries too ?

Why would Youtube do this ?
