Invitation to a one day seminar on Nagar Raj Bill on 29-1-12 in Surat

What is Nagar Raj Bill?

 

The Indian cities are growing with the growing economy. About half of the Gujarat’s population resides in the cities. The growth of the cities has been an yard stick for neo-liberal policies. With increasing sizes the cities also require massive increment and improvement to its basic infrastructure to fill this gap JJNURM was launched in 2005. To ensure the implementation of the 74^th amendment to the Constitution, mandatory reforms were proposed to the governance structure of the Urban Local Bodies. The central government proposed a draft of Public Participation law in the name of “Model Nagar Raj Bill” for the states to enact.

The Gujarat government adopted several of the mandatory provisions towards reforms to improve public participation into the ULBs. However the citizens are not aware of these reforms. With the aim of making the citizens aware about these amendments and seeking their active participation towards the governance of the city they reside a one day seminar has been organised in Surat.

Venue             : Taramoti Hall, MTB college campus, Athwa Lines, Surat.

 

The seminar will be presided by Hon’ble Shri A.J. Shah, Collector Surat District.

 

Experts and members of the Surat Municipal corporation will also be giving their views.

શું છે નગર રાજ કાયદો?

 

આજે ભારતમાં શહેરોનું કદ અને સંખ્યા વધી રહ્યાં છે. આપણા ગુજરાતની લગભગ ૫૦ % વસ્તી શહેરોમાં છે. આવા સમયે શહરોમાં પાયાની વ્યવસ્થા / સુવિધાના વિસ્તરણ અને મજબુતીકરણ માટે જવાહરલાલ નેહરૂ રાષ્ટ્રીય શહેરી નવીનીકરણ મિશન (JNNURM) બનાવવામાં આવ્યું. આમાં શહરોમાં પાયાની સુવિધાઓ વધારવા સાથે ૭૪માં બંધારણ સંશોધન મુજબ શહેરોના વ્યવસ્થાપનમાં નાગરિક સહભાગીતાને પ્રોત્સાહન આપવા નગર રાજ કાયદો દરેક રાજ્ય ઘડે તેવી અપેક્ષા રાખવામાં આવી છે. ગુજરાતમાં આ મુજબના સુધારા જુન ૨૦૦૭ માં ઘડાયા અને અમલમાં આવ્યા.

છેક ૨૦૦૭ થી નગર રાજ કાયદાના નાગરિક સહભાગીતાના આ સુધારા અમલમાં હોવા છતાં તે અંગેની પુરતી જાણકારી અને જાગૃતિનો અભાવ જોવાય છે. સુરત શહેરના નાગરિકો આ અંગે માહિતગાર થાય અને શહેર આયોજન અને વ્યવસ્થાપનમાં તેમની સહભાગીતા અને સક્રીયતા વધે તે હેતુથી તા. ૨૯-૧-૨૦૧૨ ને રવિવારના રોજ તારામોતી હોલ, MTB કોલેજ કેમ્પસ, ચોપાટી સામે, અઠવા લાઈન્સ, સુરત ખાતે એક દિવસીય પરિસંવાદનું આયોજન કરવામાં આવેલ છે.

સમય : સવારે ૯:૩૦ થી સાંજે ૫:૦૦ સુધી

સ્થળ : તારામોતી હોલ, MTB કોલેજ કેમ્પસ, ચોપાટી સામે, અઠવા લાઈન્સ, સુરત

 

સ્થાનિક સ્વરાજ્યની સંસ્થાઓના અગ્રણીઓ પણ આ પરિસંવાદમાં સહભાગી બનશે.
