Seminar on Development of North East, Crown of India held

 

The seminar on Development of North East, Crown of India held on 21st February 2015 organized by Jawaharlal Nehru National Youth Centre, New Delhi and attended by representatives of civil society. The National Youth Project also extended the invitation to its members and people from North Eastern states living in Delhi and they trun-up in large numbers.

 

The panelists includes Maj. Gen Dilawar Sing, Mr TA Nguille, Mr Sarat Barakati, Mr Praveen Davar, Mr M L Kampani, Dr Thokchom Meinya, M.P..

 

Dr S. N. Subbarao, Chairman of Steering Committee started with the song of Jai Jagat. Dr Rao emphasized to work to create the atmosphere of Delhi where people from all part of India can come, live with peace and harmony specially our northeastern friends must feel that Delhi is their home.

National Integration Youth Camp held in Ahmednagar

 

The National Integration Youth Camp organized by National Youth Project from 3 to 7 February 2015. The camp was attended by more than 300 youth and others.

 

On 7th February, all camper were visited the Ralegoan (village of Anna Hazare) and programme was organized there to facilities the birthday of Dr Subbarao. Here are some photos of the event.

News from Parliament

 

National Cadet Corps (NCC)

 

Two phases of new raisings of National Cadet Corps (NCC) have been completed during 2010-11 and 2011-12 resulting in increase in authorized cadet strength from 13 lakhs to 13.80 lakhs.

 

The total number of NCC Cadets who were awarded ‘C’ Certificate in 2014 are 82165. Details of employment in respect of them are not collated. NCC Certificate is not mandatory for recruitment of soldiers. As on date there is no proposal to make NCC mandatory in schools and colleges.

Review of NYKs and YES Project

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that an evaluation study of Nehru Yuva Kendra Sangathan (NYKS) was entrusted to an independent evaluation agency which has recently been submitted its report. The deficiencies identified and recommendations given by the agency are summarized as under:

 

i.    Lack of manpower.

ii.   Lack of funds to implement the programme in effective manner.

iii.  Delay in disbursement of fund at district level.

iv.  Lack of inter-ministerial, center to state and district coordination.

v.   Need for improvement in record management.

vi.  Committees formed at different levels needs to be active and informed.

vii. Monitoring of programme through external agencies and separate fund for monitoring should be earmarked.

 

In a written reply in the Lok Sabha on 24th February 2015 Shri Sonowal said, the recommendations as per the study have been accepted and are being implemented in a phased manner depending upon the availability of funds. The State/U.T. wise details of the funds allocated/released/ expenditure on Nehru Yuva Kendras (NYKs) during each of the last three years and the current years are given in Annexure-I.

 

         The Minister said, NYKS in collaboration with National Skill Development Corporation (NSDC) conducted a pilot on Youth Employability Skill (YES) Project.  Under the project, Skill Development and Vocational Training was provided to Youth in various fields like Retail Sales, Electrician, Accounting, Hospitality, Information Technology Enabled Services (ITES), Business Process outsourcing (BPO) etc. Under the project, 1269 Youth from North Eastern States and J &K were trained.  A feedback report was obtained through an independent agency, namely, Achhinaukri.com for verification and tracking of the beneficiaries, the results of which are as follows:

              Over 70.6% candidates responded to the feedback.

              94%  of the candidates who responded found the training satisfactory

              52.6% candidate were offered a job/interview opportunity by the training institute, but a  number of candidates quit the jobs in less than 2 months of their joining or did not join.  Top three reasons for quitting or not joining the jobs are as under:

 

       a. Salary Dissatisfaction

       b. Unsatisfactory benefits

       c. Health /Personal Reasons.

 

For the pilot project on Youth Employability Skill (YES) Project conducted in the State of J&K and North Eastern States during the year 2011-12, a sum of Rs.2.79 crore was incurred.

 

Drug Menace amongst Youths

 

The cost norms of the Scheme of Assistance for Prevention of Alcoholism and Substance (Drugs) Abuse was last revised in the year 2008. The Cost norms of the Scheme have again been revised w.e.f. 1.1.2015 and the enhancement under different components is between 80 and 100 percent. The cost norms generally cover honorarium to the staff, room rent, cost of medicine, food etc. for running of integrated Rehabilitation Centre for Addicts.

 

This information was given by the Minister of State for Social Justice and Empowerment, Shri Vijay Sampla in Rajya Sabha (Upper House) on 24 February 2015.

 

Youth Hostels

 

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Eighty Three (83) Youth Hostels have so far been constructed in the country and one more Youth Hostel is under advanced stage of construction.

 

Shri Sonowal informed the Parliament on 24th February 2015 that no new youth hostel has been constructed in the country during  the last three years and the current year and there is  no proposal for construction of any new youth hostel during the current five year plan. 

 

One Youth Hostel at Roing in the State of Arunachal Pradesh is under construction.

 

Asia-Pacific women 'under-represented' in leadership roles: a survey

 

Women in the Asia-Pacific region continue to lag behind men in the areas of business leadership, business ownership, and political participation, although they are increasingly more educated than their male counterparts, revealed MasterCard's latest Index of Women's Advancement. The index measures gender parity based on employment, education and leadership opportunities. In 10 of 16 Asia-Pacific countries that researchers surveyed, women outnumber men in university education. But notwithstanding this success in higher education, women in the majority of countries across the region are lagging behind men when it comes to taking up leadership roles in business and politics, the index concluded. While it named countries such as New Zealand, Australia and the Philippines as the best countries for women, South Asian nations like Sri Lanka, India and Bangladesh performed poorly, highlighting the need for increased focus on gender issues in these places. However, there are also some positive signs in countries like India and Bangladesh, where there has been a big increase in the number of women taking up regular employment since 2007. (I-Lead)

 

South Asia Economic Students’ Meet Brings Region towards Greater Integration

The 11th South Asia Economic Students’ Meet (SAESM) was held in Bhutan in early this year, to share research and discuss ideas about improving regional cooperation between South Asian countries. The meet brought together 80 of the top economics undergraduate students from across South Asia who met and interacted over a week-long packed schedule of events including paper presentations, panel questions, team based competitions, and exploration of the host country.

 

“SAESM is an excellent opportunity for young people in South Asia to engage with one another and come up with creative solutions to shared challenges,” said Kaushik Basu, World Bank Chief Economist and closing keynote speaker of the event. There are remarkable similarities between countries in South Asia and the event is a contribution towards a global mission of peace and intellectual development. I challenge the students to be agents of change.”

 

Despite shared languages, history, culture, and borders. South Asia remains one of the least integrated regions in the world. The cost of weak regional cooperation negatively impacts every country. Increased cooperation holds many opportunities for development gains for all countries, yet many barriers prevent greater regional cooperation. For instance, participants from Pakistan had layovers in Karachi, Dubai, and Kathmandu before reaching Paro in Bhutan due to the lack of connectivity and visa access, greatly increasing the length and cost of the journey.

Training for Maharashtra Human Right Defenders

The Maharashtra Chapter of Human Rights Defenders is organizing two day  training for Maharashtra Human Right Defenders (HRD’s) from March 28th-29th, 2015 in Pune, Maharashtra.

 

The objectives of the training includes; to provide training and capacity building and opportunities to the HRDs for constructive engagement with the UN Human Rights Mechanism and to equip them to prepare Urgent Appeals.

Youth Dialogue on ‘Youth and Armed Conflict’

World Assembly of Youth announced it next youth dialogue theme. This MIYD theme will be ‘Youth and Armed Conflict: To Express Without A Fear, To Progress Without A Threat’. This will be held from 22nd to 24th June 2015 in Melaka, Malaysia.

 

This theme has been selected to fulfill the principal opinions and roles of young people towards combating armed conflict and promoting sustainable conflict free environment for all. An interactive dialogue on this topic will be of significance to form, educate, increase awareness on the challenges and entitlements of youth in the different levels of society that they represent.

Youth Workshop on Climate Change

The World Youth Foundation is planning to organize the Int. workshop with the theme of "Youth Action on Climate Change". The workshop tentatively planned from 21-24 May 2015 in Malaka, Malaysia. The final dates to be announced.
