National Youth Festival- 2012

Karnataka will play host to the five-day 17th National Youth Festival-2012 which will be held from January 12 to 16, 2012 in Magalore.

 

National Youth Festival is conducted annually from January 12 - coincide with the birth anniversary of one of India’s greatest spiritual leaders, Swami Vivekananda. This year expected the festival, youth from all 35 states and Union territories of the India to take part in the cultural extravaganza. The Festival would foster national integration, brotherhood and communal harmony. The Youth conventions, exhibitions and various competitions in music and dance, including classical and folklore variants, are some of the events that comprise the event’s itinerary.

Young MPs Vow to Protect Reproductive Rights Back Home

 

The young Parliamentarians who gathered in Krabi, Thailand on15-16 November 2011 at an international conference on sexual and reproductive health rights agreed to strengthen their work on these issues when they returned home.


“As parliamentarians, you play a crucial role in bridging the gap between the people and the government,” said Safiye Çağar, UNFPA’s Director of Information and External Relations, who opened meeting for Ministers of Parliament (MPs) under 35.

 

Since ICPD in 1994, national parliaments have reordered population and development policy priorities and passed laws at national and sub-national levels to protect, uphold and promote reproductive rights, gender equality, youth-friendly information, counselling and reproductive health care,” Ms. Çağar further added.

 

People 15 to 24 years old make up about 43 per cent of the world’s population, yet they face limited resources and confront such major challenges as getting an education, finding jobs and securing access to health care. Yet their energy and vision are essential for a vibrant society, and young MPs have an extraordinary ability through their legislature to mobilize these young people to create transformational change.

The meeting, which was organized by the Asian Forum of Parliamentarians on Population and Development (AFPPD) alongwith UNFPA, was designed to deepen young MPs’ understanding and commitment to the 1994 Cairo conference and to bring them together to exchange perspectives and experiences from their own countries. The 30 (India MP not in attendance) who attended showed passion and enthusiasm for their work as well as for sexual and reproductive health issues. They agreed that their young age was a clear advantage in their political roles and that workshop like these were important for what they do.

 

The MPs confirmed that more young people are needed in politics and that not enough women are represented on parliamentary benches. The meeting ended with commitments to take rapid action on such matters as promoting reproductive health issues in the media to advocating for better policies and greater resources from their governments.

 

At the end of the Dialogue Young Parliamentarians issued statement titled ‘Parliamentary Actions’, in which they committed for actions to focus on issues such as  sexual and reproductive health rights of young people. Here is the text:

 

Global Young Parliamentarians call for Action

 

A.   ADVOCACY ACTIONS

 

Short term:

Ø  Reach out to the media (in whatever relevant modalities e.g. press conference, public speeches, audio-visual/print interviews, etc.) and interest them in the population issues of interest to your context such as gender imbalances, availability of SRH services, girls education, women’s empowerment,

Ø  Find ways to refer back to your constituencies with the materials, thoughts and discussions you have had during this meeting

Ø  Feel free to use UNFPA and other UN or relevant regional forum services available in your country for the sake of gathering relevant country specific materials and for support for consultancies and analysis required or even organizing similar events

Ø  Use facts and statistics to write an op-ed article in your main newspaper or newsmagazine

 

Medium to Long Term (towards the May 2012 IPCI/ICPD Conference)

 

Ø  Work through (or if non-existent form, or advocate to form) Parliamentary groups with focus on RH, gender and population and development issues of relevance to your country or constituency and consider advocacy, policy and programme formulation on how to address most pressing issues

Ø  Work to see to it that such a group drives towards adopting a plan of action within Parliament, at the national or sub-national level as the case may

 

B. POLICY ACTIONS

 

Ø  Work towards increasing girls’ education in society, and women’s participation in politics.

Ø  Work towards removing gender biased harmful practices

Ø  Work towards ensuring that national and sub-national public budgets are gender sensitive and that a specific percentage is dedicated to benefit girls and women in particular together with all social groups that are at a disadvantage

Ø  Work towards ensuring a greater and committed involvement of men in reproductive health and gender issues.

Ø  Work towards ensuring a greater commitment to population and development issues at the advocacy, policy and programme levels

Ø  Support policy formulation that ensure young people’s access to RH information, counselling and services in various settings (in-school and out of school)

Ø  Promote increased allocation of domestic resources in order to reduce maternal deaths and meet the unmet needs in family planning

Ø  Engage human rights commission to deal with these programmes.

 

NYKS in Lok Sabha

 

Nehru Yuva Kendra Sangathan (NYKS) is working in 501 districts of the country, informed in Lok Sabha by Shri Ajay Maken, Minister of State (I/C) for Youth Affairs & Sports on 13 December 2011 in written relpy.

 

The Minister further stated that during the current year Rs.134.50 crore has been earmarked for 501 Nehru Yuva Kendras (NYKs). Each Kendra is granted funds to the tune of Rs. 5-7 lakh annually.

 

The Minister further stated that a holistic management study of NYKS was entrusted to Indian Institute of Management (IIM), Ahmedabad who having submitted their report in February, 2009 made some major recommendations, inter alia, reorganization of NYKS programmes, impact of NYKS on empowerment and development of youth, structural changes for improving the delivery of services and convergence with schemes and programmes of other Ministries and international agencies etc.

 

The Government has implemented the recommendations and started new programmes including Youth Leadership and Personality Development, Skill Upgradation Training Programme for girls, revision of  training manuals on various subjects for Youth Development and Empowerment, Life Skills Education, National Integration & Social Harmony.

 

Accoring to Shri Maken, NYKS has also taken new initiatives for implementing programmes and activities of various Ministries/ Departments especially concerning awareness campaign and advocacy.

 

Imparting Vocational Skills

Govt. set a target of skilling 50,00,00,000 people by 2022

 

The Union Labour & Employment Minister Shri Mallikarjun Kharge provided the information on 7th December 2011 in Rajya Sabha that National Policy on Skill Development Government has set a target of skilling 50 crore people by 2022. According to him Planning and Performance Division, Ministry of Science & Technology has taken initiative to set up an Academy of Scientific and Innovative Research.

 

A Bill for setting up Academy of Scientific and Innovative Research (AcSIR) has been passed by Lok Sabha on 5/9/2011. The Bill is presently under consideration by Rajya Sabha. AcSIR is being set up as an ‘Institution of National Importance’ focusing on research and imparting instruction in interdisciplinary domain of science and technology through a combination of innovative and novel curricula, cross-disciplinary knowledge, pedagogy and evaluation. The Academy shall primarily focus on research and imparting instruction in such areas as are not ordinarily taught in regular academic universities in India.

 

NCC Training to Youths

 

The enrolled NCC cadet strength is currently 12,41,327 candidates. Government has received representations from different quarters including the parliamentarians for making NCC/military training mandatory for all the students in order to strengthen the NCC cadre in the country, said Defence Minister Shri AK Antony in a written reply in LokSabha. 

 

Need to Reform National Service Scheme: Ajay Maken

 

Shri Ajay Maken, Minister of State (Independent Charge) for Youth Affairs & Sports has stressed the need of reforming the National Service Scheme (NSS) to make it more effective & relevant in the changed environment. Shri Maken was speaking at 42nd Foundation Day celebrations of NSS and Indira Gandhi NSS (IGNSS) Awards distribution ceremony held here recently. At the function, which was attended by Shri S. Ramadorai , Adviser to the Prime Minister in National Skill Development Council ( NSDC), Shri Maken and Shri Ramadorai gave away IGNSS Awards for the year 2010-11 to NSS Volunteers/ Programme Officers in recognition of the services rendered by them in the areas like Health, Environment, Sanitation, Education and in National Building Activities.

 

As a part of reforms in the NSS, Shri Maken supported the idea suggested by Shri Ramadorai for introduction of flexibility in the programmes of the NSS in the colleges and universities. He further advocated for regular evaluation of programmes to know the objectives being achieved.

 

STOP in OZ Haat

 

Australian Embassy in New Delhi organized the NGO mela known as “OzHAAT” on 3rd December at Australian High Commission grounds in New Delhi. The mela had a grand selection of innovative products produced by NGOs.

 

Alongwtih others ‘STOP’ (NGO working to end the trafficking of children) participated in the mela and displayed its Handicraft Items which were made by STOP Children. Also, food stall which cater Indian palate as well as international taste.

 

The name OzHAAT is a play on words of Oz for Australia and Haat being a Hindi term for marketplace” said Australian High Commissioner Peter Varghese. “We want to show people that Australians have a big heart and care for development in India”. The mela presented a combination of ideas, information activities, interaction, cultural programmes, thematic exhibition and display of services of states and NGOs.

 

Aman ki Asha-Rotary Youth Exchange

 

The 5 Indian Students with their team leader reached Paksitan on 18th December 2011 as a part of the first Youth Exchange programme aimed at promoting better understanding between the two countries. The ten-day exchange programme is organized by Aman ki Asha and Rotary International.

 

INCOMING EVENTS

National Integration Youth Camps

 

National Youth Project announced the 2012 National Integration Youth Camps. First camp will be held in Porbander (Gujarat) from from 25 to 31 January, 2012 and second camp will held in Ahmadnagar Fort (Maharashtra) from 25 February to 2 March 2012. Int. Seminar on Young people & Migration

 

The Rajiv Gandhi National Institute of Youth Development (RGNIYD) in collaboration with Centre for Development Studies, Trivandrum will organize an International seminar on “ Young people and Migration” on 18th  and 19th January 2012. 

 

The themes for seminar including Migration, Youth Development and Freedom Young migrants, Human Development and Quality of Life; Globalization, Youth and Migration; Migration and Identity Issues; Youth Migration, Risk and Vulnerability; youth Migration and Human Trafficking; Education and Youth Migration; Migration and Gender Issues; Development, Displacement and Young Migrants; Youth migration and National Policies.

 

NFYOB become Regional Partner of Global Youth Service Day 2012

 

National Federation of Youth Organizations in Bangladesh (NFYOB) has become the Regional Partner for the 24th Annual Global Youth Service Day 2012 (GYSD). NFYOB has been chosen to be one of 11 Regional Partners across the world to plan and organize Global Youth Service Day.

 

Youth Service America (YSA) will provide training and other technical assistance through-out the year to ensure NFYOB’s work is fully supported by YSA and the Global Youth Service Network, an international coalition of organizations working to engage youth around to world to solve the issues in their communities.

South Asia Youth Environment Network’s Regional Meet in Bangladesh

 

The South Asia Youth Environment Network’s (SAYEN) Regional Meet (RM) will be held in Dhaka from January 10 to 12, 2012 and expected 60 youth (15-24) participants from 8 South Asian countries.

 

The Road to Rio 2012: Sustainable Lifestyles for a Green Economy is the theme of 7th SAYEN meeting. The meeting will provide a platform for South Asian youth to craft a document on Rio+20 and South Asian youth views. This document will be incorporated into an Asia Pacific Youth Rio+20 document and submitted to the 2012 summit so that their views can be heard.

 

Youth Assembly at the United Nations

 

The 10th Youth Assembly at the United Nations will be held on 19 & 20 January 2012 at U.N. Headquarters in New York organize by Friendship Ambassadors Foundation (FAF).

 

National Conference on Exploring the Linkages between Drug Usage and Criminal Victimization

 

The above conference will held from 8 - 10 March 2012 organized by Department of Criminology and Criminal Justice (DOCCJ), Manonmaniam Sundaranar University (MSU), Tirunelveli, Tamil Nadu in Collaboration with National Institute of Social Defence (NISD), Ministry of Social Justice & Empowerment, New Delhi

 

The Objectives includes the Strengthen the understanding of the nexus between ‘substance abuse’ and ‘Criminal Victimization’ in the context of rule of law, social defence, and good Governance; Review good practices and learn from the experiences of key partners in supply control and drug demand reduction; Promote knowledge exchange between agencies that work for crime prevention, supply control and drug demand reduction; Develop an integrated action plan for controlling substance abuse linked criminal victimization; Foster an effective policy on drugs and criminality, which is inclusive of criminal victimization issues.
