各位平安,

在此轉寄一位卑南族青年洪簡廷卉的信,她希望能爭取大家的認同,6月前往挪威參加全球原住民族準備會議,其實她身為聯合國原住民族議題常設論壇下青年工作小組的主席,可以直接前去參加會議,不需要寫這封信,然而她希望可以帶著大家的支持,帶著台灣原住民的訴求參與此次會議,希望各位前輩、朋友們能一起支持原住民青年,感謝!

此外我們針對原住民國際事務成立了一個台灣原住民國際平台,證明我們的行動力,希望大家能支持。

再度感謝所有認識與不認識的前輩、先進、朋友在去年11月時願意支持我參加為了2014年聯合國世界原住民大會World Conference on Indigenous Peoples所舉辦的亞洲準備會議。當時參與該會議後亦曾將會議上的討論整理成記錄並分享再附上以供參考也設立了網路訊息交流平台 https://www.facebook.com/groups/ipyouth4international/ 此外再次附上關於世界原住民大會的介紹更多WCIP相關資訊可參考文中所提及的全球原住民協調委員會GCG建立的網站http://wcip2014.weebly.com/
 
在亞洲準備會議之後聯合國原住民議題常設論壇(UNPFII)正式認可之全球原住民族青年工作小組Global Indigenous Youth Caucus)也將在49-11日於芬蘭北部的 Inari舉辦全球原住民青年準備會議 ,我是主席及籌辦者之一將在預計產出的青年宣言中納入台灣青年的訴求。這個部分將透過一系列讀書會和網路平台集結台灣原住民青年的意見於會議中提出。


 
亞洲原住民族聯盟AIPP要求亞洲各國在331日提交將於今年6月參與在挪威所舉辦的全球原住民族準備會議的人選(請看下面的訊息)AIPP之前曾發信給其有聯繫的組織卻尚未得到答覆所以又將訊息傳給當時有參與會議的人。不是很確定台灣有哪些組織或個人有收到此封訊息不過確定的是目前尚未有任何回覆。依照國家分配,台灣可以有兩名名額基於幾年來的聯合國經驗以及國內議題參與和串聯以及自2011年以來便一直持續關心、參與WCIP的準備、籌劃過程而建立的瞭解再度向大家毛遂自薦希望可以加入亞洲代表團參與6月的全球原住民族準備會議。
 
由於時間倉促我先簡單的擬了準備計劃,將在這次準備會議提出
1. 台灣原住民族現況報告2月參與兩公約審便參與了影子報告的準備將以當時的報告和現有資料為基礎集結幾位原住民青年的力量初步整理台灣原住民族現況、反映原權宣言的實踐狀況和訴求擬出報告初稿後再透過不同途徑讀書會、分享會、網路等分享給相關人士並依所得到的建議作修改。我先將一些議題提出如附。
2. 加強國內聯結5月份時將組團赴紐約參與聯合國原住民議題常設論壇UNPFII),會前和會後都安排有一系列的行前讀會和返國分享會如附),這兩者是可以相互結合透過開放的讀書會、分享會討論可以加強上述的現況報告之內容也更直接反映訴求。此外也透過參與座談會、爭取權利之落實的行動過程中和夥伴的討論及咨詢從而再整理出台灣原住民族對於WCIP和實踐原權宣言的主要訴求。雖然在國際和國內原住民事務的參與仍多有不足、須更加努力但真的很希望各位長輩、先進、老師可以給予我加入亞洲區代表團參與6月的全球原住民族準備會議的機會。謝謝

Dear friends,
We wish to remind you all again to conduct your country selection processes for the identification of the participants from your respective countries to attend the Global Preparatory Meeting on the World Conference on Indigenous Peoples from 8-13 June 2013 in Alta, Norway. 
Since no one has submitted yet their country-identified participants despite the deadline set, we have agreed last week during the Asia Preparatory Meeting on UN Mechanisms and Procedures in Malaysia to extend the deadline to 31 March 2013. We hope for your cooperation on following this deadline as it would take time to prepare and apply for visa to enter Norway. 

Attached again is the revised allocation per country. Pls note that this is revised from the first agreement we had during the Asia WCIP Prep Meeting last November in Bangkok due to limited funds allocated for our region. Please refer to the revised allocation when identifying the participants. Likewise, attached is the TOR and the criteria for selecting the participants. Please make use of this criteria and make sure that the identified participants are able to comply to the TOR agreed upon for participating in the WCIP Global Preparatory Meeting.

In addition, it was agreed last year in bangkok and again last week in malaysia that aside from the identified participants, the countries should identify alternative participants in case the identified participants cannot go.

In addition, please find a call below from the organizers of the WCIP Global Preparatory Meeting. We encourage everyone to make cultural performance contributions for this. Please note that the deadline for this is 4 April.

Firstly, let me give a short introduction of myself. My name is Sara Margrethe Oskal, and I am a Sami from Guovdageaidnu/ Kautokeino municipality in Norway. Recently the Sami Parliament of Norway employed me as a Project Assistant for Alta 2013, to work on the cultural program for the International Preparatory Indigenous Peoples Conference in Alta 2013 (Alta Conference). This is a task I really look forward to take care of.
 
The Sami Parliament has started the planning of the cultural program for the Alta Conference. At this point we would like to map any interest among indigenous peoples in the various regions, in contributing in any of the cultural events in Alta.
 
The conference hall has its limitations which we, and any cultural events performers, need to take into account when considering cultural events included in the conference program:
 
  • We need to underline that any cultural events and artistically performances cannot require any advanced technical requirements. What the conference hall can offer of equipment/facilities for performers is basically only a microphone and a stage.
  • Also there is a need to put a time limit on any contribution, and we kindly encourage any cultural or artistically events not to be longer than 6 minutes.
Also we need to stress that cultural contributions are considered as voluntary work,  and the organizers of the conference is not in a position to cover any costs, including salary, traveling costs or other related costs.
