Map Settings - Zoom Level Problem

I seem to have a problem in which the default zoom level for my map
doesn't change regardless of whether I choose "Automatic" or "Manual"
on the Map Settings tab. It just seems to stay set to automatic and
doesn't respond to any of the Manual values I choose. I am making sure
that I save the changes and republish the map, but nothing changes the
end result when I preview and publish it. Is anyone else seeing this
problem or have a solution I can use?
