Bug on "Customs Reminders" Section of "Reminders" Page

Just wanted to report two minor issues with the custom reminders
section. The first is that, though it is possible to schedule
reminders for all other times in 30 minute increments, it is not
possible to schedule a reminder for 11:30am or 12:00pm. These just
don't appear in the dropdown menu in the "Add Reminder" time dropdown
menu. Secondly, sometimes when you select a time from this drop-down
menu, the reminder that is added is actually scheduled for one hour
later. I am not sure of exactly the pattern here, as sometimes I
wolud select 8am and it would add a reminder at 8am, whereas other
times it would add it at 9am.
