Coordination for converting lots?

Howdy farmers,

A friend of mine was interested in getting involved with (or starting? any takers?) some sort of organization that converts empty lots into community gardens. Specifically in the D.C. area (but out of my own curiosity, more broadly in the Mid-Atlantic), are there any such groups that lay the groundwork (e.g. land use applications/legal work and farm management practices) for community gardens? It seems like there must be a group that does this, but it's definitely on a different level from the local, organically designed type of farm or garden you usually encounter.

In Baltimore we have:
Power in Dirt (out of the mayor's office): http://www.powerindirt.com
Community Lot Team (a project of Civic Works): http://www.civicworks.com/programs/community_workforce/community_lot/
Baltimore Green Space: http://baltimoregreenspace.org/

and some other gardening resources as well. But all those folks work specifically on the transition of vacant lots.

There are several groups outside of the Mid-Atlantic who have established urban farming/ gardening programs and may be able to help as advisors.

Heya Jamie,

This isn't exactly what you're looking for, but the DC Field to Fork Network is a good resource for related information. Awhile back they/we put together this Guide to Starting a Community Garden in DC. Might be outdated, but worth a look. They've also published a community garden census for the past few years that might be of interest to your friend.
