The God is besmeared with powdered ashes on his body, as emblematical of the particles of dust, to which the world was reduced by the flame of his all destructive conflagration; while the stream of water flowing from the ganges on his head, is typical of the current of his clear knowledge of all things. (Others make the burning fire of his frontal eye bkála netra to represent the flash of his cognoscence jnánágni).

.VA. (his body was covered) with ashes of tiny atoms, produced by clear pure swipe of dust from great cloud of destruction, mixed with pure water of wisdom.

.AS: The verse is describing the ashes bhasma/ The ashes full of tiny particles (of the whole world) swirling like dust storms with great winds, born in clear fire are like his water of knowledge. Thee idea is that instead of the usual water used for ablution, Shiva uses the bhasma, so it is compared to water.
