Special Meeting
Monday, December 18, 2006 at 7:00 p.m.

1. Councillor Bardak read the Opening Prayer/Meditation.

INTRODUCTION AND CONSIDERATION OF COMMITTEE REPORTS

Special Priorities, Policies and Budget Committee Report for
December 12 and 13, 2006

2. Councillor Bardak read a report of a meeting
held on Tuesday and Wednesday, December 12 and
13, 2006 at 5:30 p.m. in the City Hall lower
boardroom. The attendance was noted.

Councillor Bardak moved,
Councillor Brooks seconded,

That Council authorize the expenditure of
$20,000 from the 2006 Contingency Fund
toward an infrastructure study of the
Northlands Condominium Corporation No. 8
water and sewer infrastructure.

MOTION CARRIED UNANIMOUSLY


#0316-06 4. Councillor Bardak moved,
Councillor Brooks seconded,

That the 2007 Draft Budget with Revenues
of $52,254,000, Expenditures of
$49,700,000, Debt Proceeds of $0, and
Debt Principal Repayments of $2,294,000,
be adopted and that the 2007 Draft Budget
be adopted.


The majority of Council stated that,
while disappointed that the budget
resulted in a 3.7% tax increase, on
balance the budget is a responsible plan
for the City. Council further noted that
considerable debate has gone into
finalizing the 2007 Budget and noted that
there are several positive items in the
budget such as Community Energy Planning
Funding; acceleration of the Demelt Park
construction; funding for the civic
plaza; several investments in safety; a
Smart Growth Plan; and library
feasibility study.


Those opposed to the motion stated that
they are disappointed that each year
Administration presents the budget as a
seamless monolith with a pattern of
looking for more money. Those opposed
stated that they would like to see a more
detailed approach to becoming more
productive, training for multi-tasking,
and adoption of better technology to
improve productivity and efficiency.

(Councillor McCann opposed)

That the Meeting be adjourned at 7:34 p.m.
