We have many interesting development/redevelopment projects for you to get involved in around the city, including but not limited to The Wharf, The Yards, Waterfront Metro Station, RFK Stadium, etc. You will be working along side me directly on all of those projects plus many many more.

This position also has built-in promotion potential to go from a CS-12 to CS-13.

Introduction

This position is located in the District Department of Transportation (DDOT), Planning Sustainability Division (PSD) Project Review Branch. PSD monitors, plans, and evaluates transportation impacts on District residents, visitors and workers. The incumbent provides leadership in the review and consolidation of Department comments on private and public development projects, and on public space permits applications. In addition, the incumbent leads major District-wide transportation planning and research projects providing management and oversight of staff and contractors. Special emphasis is placed on developing and implementing a multi-modal comprehensive approach that combines the needs of public and private sectors into coordinated neighborhood transportation policies and plans, consistent with agency strategic goals and objectives.


Major Duties

Analyzes the operational effectiveness of city-wide transportation systems regarding capacity, design, level-of-service, and safety. Reviews and mitigates the transportation impacts of developments projects.  Develops alternatives for assuring the safe and efficient utilization of the public transportation system within the District. Prepares technical position papers, reports, and policies on issues intended to increase the operational efficiency and safety of the District's transportation system.

Serves as the Division representative on reviews of public space permits and the Public Space Committee.  Reviews and analysis applications for public space permits for compliance with DDOT standards,  Reviews, analyses and provides technical comments on streetscape design plans submitted by private developers and DDOT for conformance with DC safety standards.

Establishes design policies and standards for streetscape elements, including sidewalks, curbs, gutters, street trees and other street-furniture elements.  Develops scopes of work for consultant studies to assess and improve transportation services.  Manages consultant studies designed to improve transportation systems and safety. Assesses the operational effectiveness of the transportation system relative to capacity, design, level-of-service, and safety.

Collects and analyzes data on traffic design, pedestrian planning and design, transportation system management, safety enforcement and transit operational requirements.  Develops alternatives for assuring safe and efficient utilization of the public transportation system within the City.  Prepares technical position papers, reports, an policies on issues intended to increase the operational efficiency and safety of the City’s transportation system.

Coordinates with other Department personnel, i.e., safety, operational, construction, public space, etc. as well as other District, regional and federal agencies to ensure mutual commitment in the basic policy regarding land use and transportation systems’ compatibility. Ability to establish a rapport with all levels of management within the District Government, external officials, contractors and the general public. Attends other meetings, seminars, and professional conferences relating to public transportation systems planning.

Qualifications

Professional knowledge of urban transportation planning theories, concepts, and principles.

Professional experience managing programs and projects.

Professional knowledge and ability to develop transportation plans and project descriptions for transportation services and facilities for the District.

Comprehensive knowledge and ability to conduct research on urban transportation issues, and skill in applying such knowledge in the assessment of findings. 

Develop scopes of work for the development of studies, projects and analytical reports relating to transportation planning, and the mission and goals of the DDOT.

Ability to effectively communicate orally and in written formats technical information pertaining to transportation planning studies, projects, program analyses, and to facilitate meetings and the coordination of related programs.

Ability to exercise initiative, resourcefulness, and tact in obtaining and analyzing information relative to transportation plans.

Knowledge and ability to use computer applications (i.e. PowerPoint, word processing, databases, etc.) and Global Information Systems to retrieve and analyze data and prepare reports.

Ability to organize work, set priorities, and determine resource requirements; determine short-or long-term goals and strategies to achieve them; coordinate with others to accomplish goals; and monitor progress and evaluate outcomes.

Licensures, Certifications and other requirements

None

Education

Bachelor’s degree required.  Master’s degree in Urban Planning, Public Policy, Transportation Planning, or Transportation Engineering preferred.

Work Experience

Minimum one to three (1-3) years of transportation planning experience in project planning, development review, or transit planning and analysis.

Thorough knowledge of land use and zoning regulations of the District of Columbia as well as a thorough knowledge of Department public space regulations and design standards.

Thorough knowledge of the concepts of public administration; transportation and urban planning and regional planning and coordinating sufficient to provide expertise and leadership in the development and implementation of transportation plans; and develop project descriptions for transportation services and facilities for the District of Columbia.
