Hi all - we're looking looking for a transportation planner to join our Development Review Team. You'll work with me and a couple others on some exciting, challenging, and sometimes complicated land development projects around the District. This role will involve reviewing projects that go in front of the Zoning Commission, Board of Zoning Adjustment, and Public Space Committee. You will also have the opportunity to lead streetscape design projects, neighborhood planning studies, and other types of projects around the agency.
Prior experience with land use & transportation at the local level is welcome and experience with graphic design & creating maps in GIS is a plus (to help our Division with creating graphics for publications/reports).

Job Summary
This position is located in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division (PSD), Project/Neighborhood Planning Branch. The mission of the District of Columbia government's District Department of Transportation (DDOT) is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment. PSD monitors, plans, and evaluates transportation impacts on District residents, visitors, and workers.
This position works under the general direction of the Program Manager who provide general administrative direction in terms of the technical requirements for the position.
Duties and Responsibilities
Collects and analyzes data on traffic design, pedestrian and bicycle planning and design, transportation system management, environmental resources, safety enforcement and transit operational requirements. Develops alternatives for assuring safe and efficient utilization of the public transportation system within the City. Prepares technical position papers, reports, and policies on issues intended to increase the operational efficiency and safety of the City's transportation system. Works with Project/Program Manager on large-scale transportation planning and infrastructure investment projects across multiple modes. Provides technical analysis and support on projects from inception to close-out, ensuring high quality results, designs and publication-ready reports. Provides advice on multimodal design and transportation planning projects. Development review responsibilities including public space applications; review of streetscape design plans (sidewalks, curbs, gutters, street trees, furniture elements), traffic analysis including capacity, design, level-of-service, and safety, community engagement, mapping and GIS.
Reviews and develops environmental documents to ensure compliance with Federal requirements of the National Environmental Protection Act (NEPA) and the DDOT Environmental Manual (EM). Work with the Program Manager to identify stakeholder concerns, program risks and best practices, prepare scopes of work for consultant contracts, and develop recommendations, alternatives and concepts for environmental documents and infrastructure projects. Coordinates with other Department personnel, (i.e., safety, operations, construction, asset management, and policy), as well as, other District, regional and federal agencies to ensure mutual commitment to the District’s planning and design policies and applicable regulations. Ability to establish a rapport with all levels of management within the District Government, external officials, contractors and the public. Conduct public involvement initiatives and stakeholder meetings, including developing workshops and making public presentations.
Qualifications and Education
Bachelor’s degree required; Master’s Degree preferred, in one of the following areas: urban/community planning, transportation engineering, geography, public policy or another applicable field.

Applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to professional knowledge of a wide range of concepts, principles and practices of transportation community and regional planning and coordination, and ability to develop plans and work schedules for assigned transportation projects. Ability to exercise initiative and resourcefulness in obtaining and analyzing information relative to transportation planning; multimodal project development, development of conceptual and feasibility studies, environmental documentation.
Licenses and Certifications
Must possess and maintain a valid driver's license.
Working Conditions/Environment
The work is often performed at a desk in an office environment but will also require field and system observation under all applicable safety guidelines and standards.
The incumbent is required to perform work after normal duty hours, attend community meetings, and will be required to attend evening Zoning Commission hearings on an as-needed basis.

Position Designation(s):
This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergencies to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
The position has been deemed security-sensitive, according to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, traffic record checks, and consumer credit check, if applicable) as a condition of employment, and will be subject to periodic criminal background checks and traffic record checks for the duration of your tenure.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
