| OPENING DATE: 06/17/19 | | | | CLOSING DATE: 07/05/19 04:30 PM | | | THE POSITION: | Reporting to the Manager of Customer and Community Services, the Manager of Water Conservation is responsible for managing staff, program development and implementation of the East Bay Municipal Utility District's (EBMUD's) Water Conservation Master Plan. Successful performance requires leadership, networking, presentations, and coordination with State-wide water industry groups to ensure the inclusion of EBMUD interests, knowledge of regulatory requirements, awareness of current trends and research, and public awareness of water conservation concerns into effective local EBMUD programs. Ongoing communication and coordination of Water Conservation program issues with other management staff responsible for EBMUD-wide water supply, water recycling, water resources planning, and water systems operations and maintenance are also essential requirements.
Typical responsibilities may include: • Proactively establishing and maintaining working relationships and communication processes to ensure effective outreach and coordination with other departments, water industry groups, public agencies, non-governmental organizations, and others engaged in efforts to promote water conservation; • Managing, organizing, training, assigning and evaluating the work of water conservation division staff, including hiring, and preparing and conducting written and verbal performance appraisals; • Organizing, preparing and presenting reports to the General Manager, the Board of Directors, and state and federal agencies pertaining to water conservation programs, goal achievement and measurement; • Leading interdisciplinary and interdepartmental efforts to define, collect, report and evaluate the significance of data regarding supply-side water conservation and its impact on the water conservation program; • Monitoring and evaluating institutional, industrial, commercial, irrigation and residential water use and conservation programs and adjusting priorities and resources to ensure continued focus; • Developing innovative and cost-effective marketing approaches to attract and increase public participation and education regarding water conservation; and • Preparing, presenting and administering the division budget.
The monthly salary is $11,002 up to $15,892. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($14,302 per month or $171,624 per year).

Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:
Completion of four years of college resulting in graduation (additional qualifying experience under any of the experience options below may be substituted for the required education on a year-for-year basis) and either:
1. Three years of experience directing or supervising a customer services function and staff that included the interpretation of complex regulations and policies and extensive public contact, preferably in a water utility; OR,
2. Three years of experience in professional public relations or community affairs activities for a public or private utility; OR,
3. Three years of experience supervising water conservation services for a program that included the following elements: program development and coordination with representatives of commercial and residential customers, water industry groups, and other public agencies; consumer consultation, water usage investigation and analysis; OR
4. Three years of program management experience in a public or private utility that included all of the following responsibilities: program and project development, significant interagency coordination and public relations activities, community outreach, staff supervision, and budget administration.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
