City budget season in Seattle hit full stride this week with the release of dozens of proposed tweaks to Mayor Bruce Harrell’s initial budget for 2026. The former Walmart property near the intersection of Hover Street and Nelson Road is slated for redevelopment into a mixed-use housing complex, following the Longmont Urban Renewal Authority Board’s approval of a tax increment financing agreement with Hines Longmont 800 LLC on Tuesday. Plans call for 265 apartments to be built around a parking structure, with a second 230-unit building planned for a future phase. The development will replace a long-vacant site with new housing and public infrastructure, part of the city’s ongoing effort to eliminate what it classifies as “blight” in the area.
