In the 2026 budget, Mayor Bruce Harrell has proposed expanding the Community Assisted Response and Engagement (CARE) Department, which handles the City’s 911 dispatch and the bulk of its alternative response. Recently, Sound Transit confirmed what many observers had dreaded hearing – cost estimates for the full build out of the Sound Transit 3 (ST3) expansion program have ballooned to the point that there is now a budget deficit of $20-30 billion.
