PPP agreement was signed in 2002 between then state
government headed by Mayawati and Jaypee company to build an expressway between
Noida and Agra to be called Taj Expressway. As soon as the project took off,
many cases were filed by other bidders and farmers against the said expressway.
By the time hearings started, Mayawati lost the elections and Samajwadi Party
came to power with support of Congress.
In
2007 Mayawati returned to power. By then Jaypee had won the legal battle in
state High Court. Subsequently, it also won all legal cases in the Supreme Court
of India. Thereafter, the name was changed to Yamuna Expressway (under unified
policy to build 3 expressways in UP, namely, Ganga Expressway, Yamuna Expressway
and Hindon Expressway, all named on rivers flowing along the expressways).
According to the agreement signed between the state government and the
promoter... the company would build 165 km long expressway from Greater Noida to
Agra. Also, the stretch of another expressway, panning from Mahamaya Flyover to
Starting Point of expressway (approximately 20 km), was to become part of
expressway... adding 20 km and thus making the expressway 185 km long. In
return, the company was to widen 20 km stretch (part of Noida-Gr. Noida
Expressway) in 4 lanes, construct proper entry and exit points AND also collect
toll for 36 years.
However, that did not happen. We all know, current
government did not approve the idea of toll on Noida-Greater Noida Expressway
and therefore a compromise was reached in order to start operations of the
expressway. According to recent media reports, old agreement was cancelled and
new agreement was signed between both the parties... wherein the said 20 km
stretch was not to be part of Yamuna Expressway and therefore the company would
neither widen/modernize the expressway and/or collect the toll.
Thus, as of now, the Yamuna Expressway remains 165 km long,
starting at approximately 20 km from Mahamaya Flyover and 3 km from Pari Chowk.
Apart from STARTING POINT, it is also called ZERO POINT.
35.70 km long GREEN LINE includes approximate 20.00 km
between Mahamaya Flyover in Noida and Starting Point of Yamuna Expressway in
Greater Noida.
